Regional Highlights
Central America and the Caribbean continue to be used as transit areas for drug trafficking from South America to North America. Approximately 90 per cent of the cocaine in the United States is trafficked via Mexico. Some Mexican drug cartels, under pressure from Mexican law enforcement authorities, have moved their operations to Central America, employing increasing levels of violence. In 2010, Honduras, Costa Rica and Nicaragua were identified for the first time as major transit countries for smuggling drugs primarily destined for the United States. Drug trafficking has become an important driver of homicide rates in Central America and is the single main factor behind the rising levels of violence in the sub region.\

North America remained the world’s largest illicit drug market in 2010 with all three countries in the region continuing to have high levels of illicit drug production, manufacture, trade and consumption. Cannabis remains the most widely produced drug in the region, with vast amounts produced in all three countries.

The illicit cultivation of cannabis plants in Western and Central Europe has increased dramatically. Cannabis plants are increasingly cultivated on an industrial scale, mainly indoors, and with the involvement of organized criminal groups. Europe remains the world’s second-largest cocaine market. There has been diversification in the routes of cocaine trafficking to Europe, with increased trafficking via North Africa. The volume of cocaine seized by customs authorities in Eastern Europe rose dramatically in 2010. The Board remains concerned about the variety of substances abused in Europe, which continues to grow. Results of a 2011 survey of young people aged 15 – 24 showed that five per cent of respondents had abused substances that were not under control. In 2010, a record level of new substances were identified, many of which are not under international control. Europe accounts for the largest proportion of the global opiate market, and the abuse of heroin is the biggest drug problem in Europe in terms of morbidity and mortality.

West Asia remains the epicentre of illicit opium poppy cultivation and significant increases in opium production occurred in 2011. The combination of spreading opium poppy cultivation in provinces in Afghanistan, a substantial increase in the farm-gate price of opium, and planned decreases in the International Security Assistance Force (ISAF) could lead to even further increases in production beyond 2011. This is of great concern to the Board, particularly in a region which already suffers from some of the highest levels of abuse of opiates.

The trafficking of cocaine from South America through Africa and into Europe has emerged as a major threat in recent years. West Africa continues to be used for the trafficking of cocaine with drug traffickers increasingly using shipping containers and commercial aircraft to smuggle cocaine into the region. Heroin enters the continent through East Africa and is smuggled, either directly or via West Africa, into Europe and other regions. In 2011, record seizures of heroin were effected in Kenya and the United Republic of Tanzania. The Board is particularly concerned that the increasing flow of heroin into Africa has led to increased drug abuse throughout the region, particularly in East Africa and Southern Africa.

If Rome didn't want the drug trade out of Columbia, they'd end the concordat. The whole drug trade is run by high Mafia families out of the country of Columbia, subject to the Jesuit General.
And the Jesuit General ran the Opium trade, a couple of centuries ago, out of China. They ran the silk trade, the pearl trade. The movie Shogun is but a slight scratching of the surface of the Jesuit 'black ships' that trafficked in all of this silk and pearls and gold and opals and everything they could pull out of the East, including opium.

The Vietnam War was to consolidate and control this huge massive drug-trade that would inundate every American city with drugs, being brought in by the CIA with their Air America, and then distributed by the Trafficante family throughout the United States-Santos Trafficante out of Miami.

The Antipope Benediktos in his armored car makes me think back. I lived in Southern California and knew the coast area where Nixon moved to quite well before Richard Nixon moved there. I will give him this, where he moved to, he would come into town with nothing between him and the people on the street he would talk to and mix with. He really wanted to be liked for his own self and willingness to share that. At least that is part of what a leader should endeavor to have, popular support based on allowing people to know the leader for what he is. Nixon, in his early years, knew full well that the Jews were a knife in the back of this country. I remember the Nixon Kennedy debates. Those who heard it on radio thought Nixon won. Those who saw it on television, where Nixon could not help sweating simply because of the hot lights, thought Kennedy won. If you read the text or just listen to their responses, there isn’t that much difference between the two of them. That takes on an even more sinister meaning when you consider that outgoing President Eisenhower directed his remarks warning about the Military-Industrial complex specifically to the ‘incoming occupant’ to the Presidency, which is how he put it – in other words, it wouldn’t have mattered who it was, Kennedy or Nixon, the NEXT PRESIDENT, unless he was a Sayan as crooked and useful to them as Bush or a Marrano as crooked and useful to them as Johnson – was MARKED FOR DEATH. If you look at the policies of both Kennedy and Nixon leading up to that time and Kennedy’s for his time in the White House, there wasn’t that much difference. Also, remember that Eisenhower stopped the British, French and Israelis COLD at the Suez in 1956. In retrospect, the sword of Damocles that hung over the “occupant” of the white House was a putsch whenever the Transnational Zionist Jewry decreed it, if they could carry it off. If the three Corsican hitman (Angeletti, Chiappe, and Sarti – with assistance and management from others) who assassinated Kennedy had failed, there is no doubt the first nuke that obliterated something would have been right on Tel Aviv. Dimona and other parts of occupied Palestine would have disappeared as well. What was Egypt’s peace proposal in 1971-1973?

After the War of Attrition was ended by a US-brokered cease-fire agreement, Egypt expressed its willingness “to enter into a peace agreement with Israel” in a February 20, 1971 letter to the UN Jarring Mission, by then almost moribund. But this seeming moderation masked an unchanging Egyptian irredentism and unwillingness to accept a real peace, as shown by the letter’s sweeping reservations and preconditions. In fact, Sadat, very new as Egypt’s leader, was primarily motivated by a need to placate Egyptian opinion. He later recalled:

I believed that as military action was ruled out at the time, a diplomatic offensive had to be launched: the broad masses wanted to see action being taken at the time.

The crucial sentences about a “peace agreement with Israel” were neither published nor broadcast in Egypt. Moreover, Egypt refused to enter direct talks with the Jewish State. Israel attempted to at least transform the struggling Jarring mission into indirect talks by addressing all letters not to Jarring, but to the Egyptian government. Egypt refused to accept them.

Just after the letter to Jarring, Anwar Sadat, Egypt’s new president, addressed the Palestine National Council (PNC) meeting in Cairo. He promised support to the PLO “until victory” and declared that Egypt would not accept Resolution 242.

Five days after Sadat suggested he was ready to make peace with Israel, Mohammed Heikal, a Sadat confidant and editor of the semi-official Al-Ahram, wrote:

Arab policy at this stage has but two objectives. The first, the elimination of the traces of the 1967 aggression through an Israeli withdrawal from all the territories it occupied that year. The second objective is the elimination of the traces of the 1948 aggression, by the means of the elimination of the State of Israel itself. This is, however, as yet an abstract, undefined objective, and some of us have erred in commencing the latter step before the former.

Sadat branded 1971 “the year of decision” (peace or war) for Israel, yet no war developed when Israel failed to sign a peace treaty. In 1972 and 1973, Sadat expanded his efforts by trying to involve the United States, threatening war unless the US made Israel sign a agreement that included full withdrawal. The threats were discounted until the Yom Kippur War in October 1973.

The agreement with Israel brought peace to Egypt but not prosperity. With no real improvement in the economy, Sadat became increasingly unpopular. His isolation in the Arab world was matched by his increasing remoteness from the mass of Egyptians. While Sadat’s critics in the Arab world remained beyond his reach, increasingly he reacted to criticism at home by expanding censorship and jailing his opponents. Sadat subjected the Egyptians to a series of referenda on his actions and proposals that he invariably won by more than 99 percent of the vote. In May 1980, an impressive, nonpartisan body of citizens charged Sadat with superseding his own constitution.

In the months leading up to the assassination Sadat had lost much of his support at home and in the West due to a brutal crackdown on fundamentalists. In June 1981 tensions between Muslims and Copts in Egypt exploded into a gruesome round of violence in the overcrowded Cairo slum of al-Zawiyya al-Hamra, precipitated by intense summer heat coupled with frequent cutoffs in the water supply. Men, women, and children were slaughtered."

What were the 1978 Camp David peace accords?

Egypt and Israel developed a state of war since the founding of Israel in 1948. A six-day war in 1967 saw Israel taking over Egypt’s Sinai area. After the consequences of the 1973 Yom Kippur War, Egypt realized that their issues cannot be resolved with mere fighting and a diplomatic strategy should be adopted. And so, it was Egypt’s President Anwar Sadat who turned to diplomacy as his ultimate weapon, a move which was never taken up by any Arab state previously.

Camp David Accords have their roots in Sadat’s anomalous visit to Jerusalem which lasted from November 19-21, 1977. Sadat visited Jerusalem to address Israeli Knesset, marking it the first ever visit to Israel by any Arab head of the state. For this act, Sadat’s name was included in Times Magazine as the “Man of the Year for 1977.”

The consequence of Sadat’s visit led to the targeted peace negotiations between Israel and Egypt that went on intermittently for one year. Then came a deadlock in negotiations and to break it and move forward, President Carter invited Anwar Sadat and Israeli Prime Minister Menachem Begin to Camp David (Maryland) on September 5, 1978 for a summit meeting between the US, Egypt and Israel.

There were twelve days of covert meetings and negotiations at the Presidential retreat between the two representatives from Egypt and Israel, arbitrated by President Carter. The Egyptian-Israeli meeting which lasted from September 5 to September 17, 1978 came to a conclusion with both parties signing an agreement in the White House. The agreements had its base in the UN Resolutions 242 and 338, with the purpose of bringing peaceful solutions to the issues between Egypt and Israel, in addition to providing “a just, comprehensive, and durable settlement of the Middle East conflict” for any other neighboring Arab state seeking to come to terms with Israel.

The first deal in the agreements was for Israel to give over the control of Sinai to Egypt within three months. Following this, Israel agreed to vacate Sinai and dismantle its air bases in a period of three years. In return, Egypt agreed to maintain complete diplomatic terms with Israel and to allow Israel safe passage through the Gulf of Aqaba, the Strait of Tiran and the Suez Canal.

Second agreement in the Camp David Accords was regarding the question of Palestine, which included a framework laying down the method of negotiations involving the settlement of West Bank and Gaza as Palestinian territories.

The agreement between Egypt and Israel clearly established the relations that the two countries will share in future; withdrawal of forces from the Sinai, demilitarization in the peninsula and the framework of supervision as well. Matters regarding the future of Gaza, Judea and Samaria were however less clear in the agreement and later took the form of different interpretations for the US, Israel and Egypt.

President Carter became the witness of the Accords signed between Israel and Egypt. The peace negotiations between the two nations became the first of its kind between Israel and any Arab State and the representatives of the two nations, Sadat and Begin were awarded with a Nobel Peace Prize in 1978 for taking this initiative.

According to our "official" history, back on October 6th, 1973, during the Jewish festival of Yom Kippur, the armies of both Egypt and Syria launched massive strikes against Israeli forces on the Golan Heights and on the Sinai Peninsula side of the Suez Canal.

These attacks caught the Israelis off guard, and both the Syrian army and the Egyptian army made inroads into the Israeli occupied areas rather quickly. However, after several days, the Egyptian army stopped and the Syrian army was halted due to strong Israeli counter-attacks.

After that point, with a massive airlift of American supplies, the Israeli armies turned the tide and rapidly pushed the Syrian army back off the Golan Heights, while on the Egyptian front, they counterattacked, and crossed the Suez Canal to encircle one of the attacking Egyptian armies as well. Finally a ceasefire was arranged and the war was basically over. Again, this is the "official" history that we have been told by our so called "history" books.

Again, readers, it does appear that our so called "history" may not appear as it seems. Here in Moscow I recently received a dark-blue folder dated 1975. It contains one of the most well-buried secrets of Middle Eastern and of US diplomacy.

The secret file, written by the Soviet Ambassador in Cairo, Vladimir M. Vinogradov, apparently a draft for a memorandum addressed to the Soviet politbureau, describes the 1973 October War as a collusive enterprise between US, Egyptian and Israeli leaders, orchestrated by Henry Kissinger.

Collusion and Betrayal on the Suez Canal What Really Happened ?

If you are an Egyptian reader this revelation is likely to upset you.

I, an Israeli who fought the Egyptians in the 1973 war, was equally upset and distressed, ~ yet still excited by the discovery.

For an American it is likely to come as a shock. According to the Vinogradov memo (to be published by us in full in the Russian weekly Expert next Monday), Anwar al-Sadat, holder of the titles of President, Prime Minister, ASU Chairman, Chief Commander, Supreme Military Ruler, entered into conspiracy with the Israelis, betrayed his ally Syria, condemned the Syrian army to destruction and Damascus to bombardment, allowed General Sharon’s tanks to cross without hindrance to the western bank of the Suez Canal, and actually planned a defeat of the Egyptian troops in the October War.

Egyptian soldiers and officers bravely and successfully fought the Israeli enemy ~ too successfully for Sadat’s liking as he began the war in order to allow for the US comeback to the Middle East.

He was not the only conspirator: according to Vinogradov, the grandmotherly Golda Meir knowingly sacrificed two thousand of Israel’s best fighters ~ she possibly thought fewer would be killed ~ in order to give Sadat his moment of glory and to let the US secure its positions in the Middle East.

The memo allows for a completely new interpretation of the Camp David Treaty, as one achieved by deceit and treachery.

Ambassador Vladimir Mikhailovich Vinogradov

Vladimir Vinogradov was a prominent and brilliant Soviet diplomat; he served as ambassador to Tokyo in the 1960s, to Cairo from 1970 to 1974, co-chairman of the Geneva Peace Conference, ambassador to Teheran during the Islamic revolution, the USSR Deputy Minister of Foreign Affairs and the Minister of Foreign Affairs of the Russian Federation.

He was a gifted painter and a prolific writer; his archive has hundreds of pages of unique observations and notes covering international affairs, but the place of honor goes to his Cairo diaries, and among others, descriptions of his hundreds of meetings with Sadat and the full sequence of the war as he observed it unfold at Sadat’s hq as the big decisions were made.

When published, these notes will allow to re-evaluation of the the post-Nasser period of Egyptian history.

Vinogradov arrived to Cairo for Nasser’s funeral and remained there as the Ambassador. He recorded the creeping coup of Sadat, least bright of Nasser’s men, who became Egypt’s president by chance, as he was the vice-president at Nasser’s death. Soon he dismissed, purged and imprisoned practically all important Egyptian politicians, the comrades-in-arms of Gamal Abd el Nasser, and dismantled the edifice of Nasser’s socialism. Vinogradov was an astute observer; not a conspiracy cuckoo.

Far from being headstrong and doctrinaire, he was a friend of Arabs and a consistent supporter and promoter of a lasting and just peace between the Arabs and Israel, a peace that would meet Palestinian needs and ensure Jewish prosperity.

The pearl of his archive is the file called The Middle Eastern Games. It contains some 20 typewritten pages edited by hand in blue ink, apparently a draft for a memo to the Politburo and to the government, dated January 1975, soon after his return from Cairo.

The file contains the deadly secret of the collusion he observed. It is written in lively and highly readable Russian, not in the bureaucratese we’d expect. Two pages are added to the file in May 1975; they describe Vinogradov’s visit to Amman and his informal talks with Abu Zeid Rifai, the Prime Minister, and his exchange of views with the Soviet Ambassador in Damascus.

Vinogradov did not voice his opinions until 1998, and even then he did not speak as openly as in this draft. Actually, when the suggestion of collusion was presented to him by the Jordanian prime minister, being a prudent diplomat, he refused to discuss it.

The official version of the October war holds that on October 6, 1973, in conjunction with Hafez al-Assad of Syria, Anwar as-Sadat launched a surprise attack against Israeli forces. They crossed the Canal and advanced a few miles into the occupied Sinai.

As the war progressed, tanks of General Ariel Sharon crossed the Suez Canal and encircled the Egyptian Third Army. The ceasefire negotiations eventually led to the handshake at the White House.

For me, the Yom Kippur War (as we called it) was an important part of my autobiography. A young paratrooper, I fought that war, crossed the canal, seized Gabal Ataka heights, survived shelling and face-to-face battles, buried my buddies, shot the man-eating red dogs of the desert and the enemy tanks.

My unit was ferried by helicopters into the desert where we severed the main communication line between the Egyptian armies and its home base, the Suez-Cairo highway. Our location at 101 km to Cairo was used for the first cease fire talks; so I know that war not by word of mouth, and it hurts to learn that I and my comrades-at-arms were just disposable tokens in the ruthless game we ~– ordinary people ~ lost. Obviously I did not know it then, for me the war was a surprise, but then, I was not a general.

Vinogradov dispels the idea of surprise: in his view, both the canal crossing by the Egyptians and the inroads by Sharon were planned and agreed upon in advance by Kissinger, Sadat and Meir.

The plan included the destruction of the Syrian army as well. At first, he asks some questions: how the crossing could be a surprise if the Russians evacuated their families a few days before the war?

The concentration of the forces was observable and could not escape Israeli attention. Why did the Egyptian forces not proceed after the crossing but stood still?

Why did they have no plans for advancing?

Why there was a forty km-wide unguarded gap between the 2d and the 3d armies, the gap that invited Sharon’s raid?

How could Israeli tanks sneak to the western bank of the Canal?

Why did Sadat refuse to stop them?

Why were there no reserve forces on the western bank of the Canal?

Vinogradov takes a leaf from Sherlock Holmes who said: when you have eliminated the impossible, whatever remains, however improbable, must be the truth. He writes:

These questions can’t be answered if Sadat is to be considered a true patriot of Egypt. But they can be answered in full, if we consider a possibility of collusion between Sadat, the US and Israeli leadership ~ a conspiracy in which each participant pursued his own goals.

SADAT’S PLANS

Before the war Sadat was at the nadir of his power: in Egypt and abroad he had lost prestige. The least educated and least charismatic of Nasser’s followers, Sadat was isolated.

He needed a war, a limited war with Israel that would not end with defeat. Such a war would release the pressure in the army and he would regain his authority. The US agreed to give him a green light for the war, something the Russians never did.

The Russians protected Egypt’s skies, but they were against wars. For that, Sadat had to rely upon the US and part with the USSR. He was ready to do so as he loathed socialism.

He did not need victory, just no defeat; he wanted to explain his failure to win by deficient Soviet equipment. That is why the army was given the minimal task: crossing the Canal and hold the bridgehead until the Americans entered the game.

PLANS OF THE US

The First Egyptian Flag was hoisted on the eastern bank of the canal at 2.30 pm on 6 October, 1973.

During decolonization the US lost strategic ground in the Middle East with its oil, its Suez Canal, its vast population. Its ally Israel had to be supported, but the Arabs were growing stronger all the time. Israel had to be made more flexible, for its brutal policies interfered with the US plans.

So the US had to keep Israel as its ally but at the same time Israel’s arrogance had to be broken.

The US needed a chance to “save” Israel after allowing the Arabs to beat the Israelis for a while. So the US allowed Sadat to begin a limited war.

ISRAEL

Israel’s leaders had to help the US, its main provider and supporter. The US needed to improve its positions in the Middle East, as in 1973 they had only one friend and ally, King Feisal. (Kissinger told Vinogradov that Feisal tried to educate him about the evilness of Jews and Communists.)

If and when the US was to recover its position in the Middle East, the Israeli position would improve drastically. Egypt was a weak link, as Sadat disliked the USSR and the progressive forces in the country, so it could be turned. Syria could be dealt with militarily, and broken.

The Israelis and Americans decided to let Sadat take the Canal while holding the mountain passes of Mittla and Giddi, a better defensive line anyway. This was actually Rogers’ plan of 1971, acceptable to Israel. But this should be done in fighting, not given up for free.

As for Syria, it was to be militarily defeated, thoroughly. That is why the Israeli Staff did send all its available troops to the Syrian border, while denuding the Canal though the Egyptian army was much bigger than the Syrian one. Israeli troops at the Canal were to be sacrificed in this game; they were to die in order to bring the US back into the Middle East.

However, the plans of the three partners were somewhat derailed by the factors on the ground: it is the usual problem with conspiracies; nothing works as it should, Vinogradov writes in his memo to be published in full next week in Moscow’s Expert.

Sadat’s crooked game was spoiled to start with. His presumptions did not work out. Contrary to his expectations, the USSR supported the Arab side and began a massive airlift of its most modern military equipment right away. The USSR took the risk of confrontation with the US; Sadat had not believed they would because the Soviets were adamant against the war, before it started. His second problem, according to Vinogradov, was the superior quality of Russian weapons in the hands of Egyptian soldiers ~ better than the western weapons in the Israelis’ hands.

As an Israeli soldier of the time I must confirm the Ambassador’s words. The Egyptians had the legendary Kalashnikov AK-47 assault rifles, the best gun in the world, while we had FN battle rifles that hated sand and water. We dropped our FNs and picked up their AKs at the first opportunity.

They used anti-tank Sagger missiles, light, portable, precise, carried by one soldier. Saggers killed between 800 and 1200 Israeli tanks. We had old 105 mm recoilless jeep-mounted rifles, four men at a rifle (actually, a small cannon) to fight tanks. Only new American weapons redressed the imbalance.

Sadat did not expect the Egyptian troops taught by the Soviet specialists to better their Israeli enemy ~ but they did. They crossed the Canal much faster than planned and with much smaller losses.

Arabs beating the Israelis ~ it was bad news for Sadat. He overplayed his hand. That is why the Egyptian troops stood still, like the sun upon Gibeon, and did not move. They waited for the Israelis, but at that time the Israeli army was fighting the Syrians. The Israelis felt somewhat safe from Sadat’s side and they sent all their army north.

The Syrian army took the entire punch of Israeli forces and began its retreat. They asked Sadat to move forward, to take some of the heat off them, but Sadat refused. His army stood and did not move, though there were no Israelis between the Canal and the mountain passes.

Syrian leader al Assad was convinced at that time that Sadat betrayed him, and he said so frankly to the Soviet ambassador in Damascus, Mr Muhitdinov, who passed this to Vinogradov.

Vinogradov saw Sadat daily and asked him in real time why he was not advancing. He received no reasonable answer: Sadat muttered that he does not want to run all over Sinai looking for Israelis, that sooner or later they would come to him.

The Israeli leadership was worried: the war was not going as expected. There were big losses on the Syrian front, the Syrians retreated but each yard was hard fought; only Sadat’s passivity saved the Israelis from a reverse. The plan to for total Syrian defeat failed, but the Syrians could not effectively counterattack.

This was the time to punish Sadat: his army was too efficient, his advance too fast, and worse, his reliance upon the Soviets only grew due to the air bridge. The Israelis arrested their advance on Damascus and turned their troops southwards to Sinai. The Jordanians could at this time have cut off the North-to-South route and King Hussein proposed this to Sadat and Assad.

Assad agreed immediately, but Sadat refused to accept the offer. He explained it to Vinogradov that he did not believe in the fighting abilities of the Jordanians. If they entered the war, Egypt would have to save them. At other times he said that it is better to lose the whole of Sinai than to lose a square yard on the Jordan: an insincere and foolish remark, in Vinogradov’s view. So the Israeli troops rolled southwards without hindrance.

During the war, we (the Israelis) also knew that if Sadat advanced, he would gain the whole of Sinai in no time; we entertained many hypotheses why he was standing still, none satisfactory. Vinogradov explains it well: Sadat ran off his script and was waited for US involvement. What he got was the deep raid of Sharon.

This breakthrough of the Israeli troops to the western bank of the Canal was the murkiest part of the war, Vinogradov writes. He asked Sadat’s military commanders at the beginning of the war why there is the forty km wide gap between the Second and the Third armies and was told that this was Sadat’s directive. The gap was not even guarded; it was left wide open like a Trojan backdoor in a computer program.

Sadat paid no attention to Sharon’s raid; he was indifferent to this dramatic development. Vinogradov asked him to deal with it when only the first five Israeli tanks crossed the Canal westwards; Sadat refused, saying it was of no military importance, just a “political move”, whatever that meant. He repeated this to Vinogradov later, when the Israeli foothold on the Western bank became a sizeable bridgehead.

Sadat did not listen to advice from Moscow, he opened the door for the Israelis into Africa. This allows for two explanations, says Vinogradov: an impossible one, of the Egyptians’ total military ignorance and an improbable one, of Sadat’s intentions. The improbable wins, as Sherlock Holmes observed.

The Americans did not stop the Israeli advance right away, says Vinogradov, for they wanted to have a lever to push Sadat so he would not change his mind about the whole setup. Apparently the gap was build into the deployments for this purpose. So Vinogradov’s idea of “conspiracy” is that of dynamic collusion, similar to the collusion on Jordan between the Jewish Yishuv and Transjordan as described by Avi Shlaim: there were some guidelines and agreements, but they were liable to change, depending on the strength of the sides.

BOTTOM LINE

The US “saved” Egypt by stopping the advancing Israeli troops. With the passive support of Sadat, the US allowed Israel to hit Syria really hard.

The US-negotiated disengagement agreements with the UN troops in-between made Israel safe for years to come.

(In a different and important document, “Notes on Heikal’s book Road to Ramadan”, Vinogradov rejects the thesis of the unavoidability of Israeli-Arab wars: he says that as long as Egypt remains in the US thrall, such a war is unlikely. Indeed there have been no big wars since 1974, unless one counts Israeli “operations” in Lebanon and Gaza.)

Thanks to Sadat, the US came back to the Middle East and positioned itself as the only mediator and “honest broker” in the area.

Sadat began a violent anti-Soviet and antisocialist campaign, Vinogradov writes, trying to discredit the USSR. In the Notes, Vinogradov charges that Sadat spread many lies and disinformation to discredit the USSR in the Arab eyes. His main line was: the USSR could not and would not liberate Arab soil while the US could, would and did.

Vinogradov explained elsewhere that the Soviet Union was and is against offensive wars, among other reasons because their end is never certain. However, the USSR was ready to go a long way to defend Arab states. As for liberation, the years since 1973 have proved that the US can’t or won’t deliver that, either ~ while the return of Sinai to Egypt in exchange for separate peace was always possible, without a war as well.

After the war, Sadat’s positions improved drastically. He was hailed as hero, Egypt took a place of honor among the Arab states. But in a year, Sadat’s reputation was in tatters again, and that of Egypt went to an all time low, Vinogradov writes.

The Syrians understood Sadat’s game very early: on October 12, 1973 when the Egyptian troops stood still and ceased fighting, President Hafez el Assad said to the Soviet ambassador that he is certain Sadat was intentionally betraying Syria. Sadat deliberately allowed the Israeli breakthrough to the Western bank of Suez, in order to give Kissinger a chance to intervene and realize his disengagement plan, said Assad to Jordanian Prime Minister Abu Zeid Rifai who told it to Vinogradov during a private breakfast they had in his house in Amman.

The Jordanians also suspect Sadat played a crooked game, Vinogradov writes. However, the prudent Vinogradov refused to be drawn into this discussion though he felt that the Jordanians “read his thoughts.”

When Vinogradov was appointed co-chairman of the Geneva Peace Conference, he encountered a united Egyptian-American position aiming to disrupt the conference, while Assad refused even to take part in it. Vinogradov delivered him a position paper for the conference and asked whether it is acceptable for Syria. Assad replied: yes but for one line. Which one line, asked a hopeful Vinogradov, and Assad retorted: the line saying “Syria agrees to participate in the conference.” Indeed the conference came to naught, as did all other conferences and arrangements.

GAME OVER

Though the suspicions voiced by Vinogradov in his secret document have been made by various military experts and historians, never until now they were made by a participant in the events, a person of such exalted position, knowledge, and presence at key moments. Vinogradov’s notes allow us to decipher and trace the history of Egypt with its de-industrialization, poverty, internal conflicts, military rule tightly connected with the phony war of 1973.

A few years after the war, Sadat was assassinated, and his hand-picked follower Hosni Mubarak began his long rule, followed by another participant of the October War, Gen Tantawi.

Achieved by lies and treason, the Camp David Peace treaty still guards Israeli and American interests. Only now, as the post-Camp David regime in Egypt is on the verge of collapse, one may hope for change. Sadat’s name in the pantheon of Egyptian heroes was safe until now. In the end, all that is hidden will be made transparent.

POSTSCRIPT.

In 1975, Vinogradov could not predict that the 1973 war and subsequent treaties would change the world. They sealed the fate of the Soviet presence and eminence in the Arab world, though the last vestiges were destroyed by American might much later: in Iraq in 2003 and in Syria they are being undermined now. They undermined the cause of socialism in the world, which began its long fall.

The USSR, the most successful state of 1972, an almost-winner of the Cold war, eventually lost it.

Thanks to the American takeover of Egypt, petrodollar schemes were formed, and the dollar that began its decline in 1971 by losing its gold standard ~ recovered and became again a full-fledged world reserve currency. The oil of the Saudis and of sheikdoms being sold for dollars became the new lifeline for the American empire. Looking back, armed now with the Vinogradov Papers, we can confidently mark 1973-74 as a decisive turning point in our history.

NTS Notes: I was only 13 years old at the time of the Yom Kippur war, and was only getting my own information at the time through the liars in the so called media. I do remember, however, years later when doing research into this war, how I could not figure out WHY the Egyptian and Syrian armies halted their advances...There was always the claim that Israel was possibly threatening to unleash their Samson Option of using nuclear weapons against Cairo and Damascus, but I thought there was something else going on.

I could see that the Israeli stubborn defense on the Golan Heights could have thwarted the Syrian advance, but the Egyptian lack of initiative after their initial successes puzzled me immensely. They were in the clear, basically, with nothing to stop them from advancing deep into Sinai. Instead they just halted and allowed a massive hole between their two armies in the Sinai to blatantly stay open to allow for the "Sharon Raid" to take place. For such a poor tactic to take place on the part of the Egyptians was either sheer stupidity, or there was something else afoot.

I do not doubt it for a second that what has been passed as "history" about this war is an absolute falsehood. And it would not surprise me one bit that the ultra-zionist Jewish criminal Henry Kissinger was behind the entire orchestration of this war one bit. What is sad is that thousands of troops on both sides of that conflict died for their twisted leadership's political gains, to end the Soviet influence in the Middle East, and to allow the United States to come in to both "save" Israel, and be the great political peace broker.....

I have always said that what we have as our so called "Official History" is nothing but pure lies... I have made it my duty to get some real history out for everyone to see and judge for themselves. For if we have not learned from history, then we are surely doomed to repeat it.

Agreements Ending the Yom Kippur War 1973 | Palestine Facts

What agreements were negotiated to end the Yom Kippur War?

The Yom Kippur War, also known as the 1973 Arab-Israeli War, was a war between Israel and an alliance of two Arab states, Syria and Egypt. The war which started on October 6, ended on October 25, 1973 by the intercession of Soviet Union and the US who provoked the UN Security Council resolutions of the series 338-340.

A cease-fire agreement between Egypt and Israel was signed formally on November 11, 1973 in a tent which was erected at the “Kilometer 101” checkpoint located on the Cairo-Suez road. Since the signing of the 1949 armistice agreements, this marked the first agreements between Israel and any Arab country.

In December 1973, a Peace Conference was held in Geneva where the invitees were Israel, Syria, Jordan and Egypt and was a joint effort by the Soviet Union and the United States to effectuate any concrete Arab-Israeli peace negotiations. This conference was recognized by UN Security Council Resolution 344 and was based on the Resolution 338, calling for a “just and durable peace”. However, the conference was adjourned on January 9, 1974 as Syria refused attendance and also because PLO was not invited.

Kissinger, US Secretary of State took up the use of direct diplomacy with Israel and the Arab states involved in the opposition. The first fruitful result was an initial military disengagement agreement, which was signed by Israel and Egypt on January 18, 1974. This agreement, which later came to be known as Sinai I, was given the name of ‘Sinai Separation of Forces Agreement’. Under the terms of the agreement, Israel agreed to pull back its forces from the areas West of Suez Canal which it had occupied since the cease-fire in October 1973. Moreover, the Israeli forces were also pulled back from an area of several miles, an area where the security zones for Egypt, UN and Israel were created, each roughly six miles wide.

This agreement proved beneficial for Egypt as it regained its control over the western and eastern banks of the canal which all fell under the Egyptian territory. Although Israel gave over 12-13 miles of the eastern bank of the canal, it still occupied the rest of Sinai.

An end to eighty one days of artillery battle over Golan front was put with another diplomatic strike by Kissinger who brought Israel and Syria to sign the Agreement on Disengagement on May 31, 1974. The agreement resulted in Syria gaining back the control over areas which were occupied by Israel in October 1973 war and also from the war in 1967. A further agreement came in the form of UN Security Council Resolution 350, signed on May 31, 1974. According to the agreement, Syrian civilians would be allowed to return to their respective restored areas from where they fled during the hostilities.

For the issue of Sinai front which was still unresolved, another Egyptian-Israeli disengagement agreement was signed in Geneva on September 4, 1975 which was given the name of the ‘Sinai Interim Agreement’, later changed to Sinai II. This agreement led Israel to withdraw from another 12-26 miles and a new buffer zone for UN was created at the vacated area. The Israeli Prime Minister, Rabin agreed to sign the agreement mainly to please the US, to put a wedge between the alliance of Egypt and Syria, and not with much intention of reconciliation.

There were some other features of the Egyptian-Israeli agreement as well in which both parties agreed to not use or threaten to use forces or military blockades; follow ceasefire justly; make arrangements for the annual renewal of UNEF mandate; permission from Egypt to let the non-military cargoes transporting between the two places pass through the Suez Canal; and, an agreement that the US will provide around 200 men to work as civil technicians at the early-warning stations for the areas of Mitla and Giddi passes.

Originally there were in ancient religion four elements (fire spirit water earth) with spirit deleted by the pagans and air and then also and/or aether inserted. The final mark of the Antichrist (the Beast) will be willful knowingly on purpose representation of the damned individual’s name by gematria/isopsephia spelling of his name to equal 666. He will seek to impress this knowingly on all men. All who knowingly take it will be irrevocably damned. The Mark of the beast, now and then is also the so called ‘Magen Star of David’ which is actually the star of Rempham (Satan) that St. Stephen condemned in the book of the Acts (see below).

If one studies freemasonry one finds that it is the worst kept secret there is, on purpose. Internet Pharmacies Sell Illicit Drugs, Target Young Audiences

INCB Annual Report highlights the connection of drug abuse and social exclusion, warns of illegal Internet pharmacies targeting young audiences via social media and highlights regional trends

VIENNA, 28 February – UN Information Service – Illegal Internet pharmacies are selling illicit drugs and prescription medicines online and are increasingly targeting young audiences, the Vienna-based International Narcotics Control Board (INCB) says in its Annual Report 2011, launched today in Vienna.

The President of INCB, Hamid Ghodse, noted that “illegal Internet pharmacies have started to use social media to get customers for their websites, which can put large, and especially young, audiences at risk of dangerous products, given that the World Health Organization has found that over half of the medicines from illegal Internet pharmacies are counterfeit.” Key aspects of illegal Internet pharmacies’ activities include smuggling their products to consumers, finding hosting space for their websites and convincing consumers that they are, in fact, legitimate.

INCB is calling on Governments to close down illegal Internet pharmacies and to seize substances which have been illicitly ordered on the Internet and smuggled through the mail. Youth have a right to be protected from drug abuse and dependence – INCB calls for more efforts to break vicious cycle of social exclusion and drug problems

Helping marginalized communities experiencing drug problems must be a priority, according to the INCB Report. In communities all over the world, drug abuse and drug trafficking has become virtually endemic, part of a vicious cycle involving a wide array of social problems such as violence, organized crime, corruption, unemployment, poor health and poor education – with youth particularly affected. The President of the Board Hamid Ghodse: “Youth of these communities must have similar chances to those in the wider society and have a right to be protected from drug abuse and drug dependence.” Fractured communities, with little sense of social cohesion, are more likely to experience multiple problems, including drug abuse, and these problems can contribute to the social disorder and violence that have been seen in cities around the world and which can impact the wider society. Such communities not only place their own residents at risk but can also threaten the stability of the wider community. Ghodse warns: “It is crucial that the needs of communities experiencing social disintegration are urgently tackled before the tipping point is reached, beyond which effective action becomes impossible.”

Central America and the Caribbean continue to be used as transit areas for drug trafficking from South America to North America. Approximately 90 per cent of the cocaine in the United States is trafficked via Mexico. Some Mexican drug cartels, under pressure from Mexican law enforcement authorities, have moved their operations to Central America, employing increasing levels of violence. In 2010, Honduras, Costa Rica and Nicaragua were identified for the first time as major transit countries for smuggling drugs primarily destined for the United States. Drug trafficking has become an important driver of homicide rates in Central America and is the single main factor behind the rising levels of violence in the sub region.\

Syria and Golan Heights Discussed At UN Meeting

United Nations Secretary-General Ban Ki-moon, who visited Austria to attend the Paris Pact Ministerial Conference, an event to mark the 15th anniversary of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), met today February 16 2012 with Federal President Heinz Fischer and Federal Minister Michael Spindelegger at the Hofburg Palace after the opening session of the conference.

SG Ban Ki-Moon mentioned the Golan Heights, the current humanitarian issues in Syria and the Austrian peacekeeping troops (UNDOF). These were main topic at the press conference held today February 16 2012 by the Austrian President Heinz Fischer and the UN Secretary General Ban Ki-moon.

Federal President Heinz Fischer strongly condemned the deplorable murders and violence in Syria. He said “too many people have been killed, too many suffer oppression. This situation is unacceptable. (Austrian) Defense Minister Norbert Darabos is concerned about the Austrian UN soldiers on the Golan Heights because of the popular uprising against the regime of President Bashar al-Assad in Syria”. President Fischer said that Secretary General Ki-moon had described the situation in the Golan Heights as “stable” SG Ki-moon himself said that he himself reads the reports prepared by the commander of the UN mission in the Golan Heights (UNDOF) every day, saying that all necessary measures for the safety of the UNDOF soldiers have taken.

Secretary General Ban Ki-moon said that the Syrian regime is “almost certainly” committing crimes against humanity and demanded from President Assad “to stop using indiscriminate force against civilians” who are caught up in the middle of fighting between government troops and President Bashar Assad’s opponents. He stated that “thousands of Syrians have died, 25,000 people have fled and an estimated 70,000 have been displaced within the country” and that the numbers were rising by the day.

SG Ki-moon said that the lack of agreement in the Security Council does not give the (Syrian) government license to “continue its assault on its own people. The longer we debate the more people will die”, adding that the most important thing at this time is that the Syrian authorities must stop killing their own people.

Ki-moon said that he has discussed with President Fisher how to send humanitarian aid to Syria. “It is vital to establish humanitarian access as soon as possible to Syria” said Ki-moon. He added that he wants to meet with the Mr. Sergey Lavrov, the Minister of Foreign Affairs of the Russian Federation.

SG Ki-moon met Minister Lavrov later. According to a UNIS press release, Ki-moon and Lavrov exchanged views on the situation in Syria. The Secretary-General emphasized “the need for an urgent end to the violence and bloodshed”. He said that it was vital to establish humanitarian access as soon as possible while the search for a political solution to the crisis continues. The Secretary-General said that the United Nations was reviewing all options for any eventual decision by member states in addressing these issues in Syria.

The Secretary-General also encouraged Russia’s support for the Rio+20 sustainable development process.

المنتدى الوطني السوري الأول يختتم أعماله بنجاح في العاصمة النمساوية فينا

بالتعاون مع كل من الهيئة العليا للإغاثة السورية, اتحاد المنظمات الطبية الإغاثية السوري, واتحاد الأطباء والصيادلة العرب النمساويين, إختتمت مساء اليوم السبت 11 نوفمبر 2012 رابطة السوريين في أوروبا, المنتدى الوطني السوري الأول أعماله بنجاح في فندق اركوتيل في الحي السابع من العاصمة النمساوية فينا, وذلك بحضور العشرات من الأطباء والشخصيات الوطنية السياسية من ممثلي الإتحادات والهيئات السورية في عدد من دول الإتحاد الأوروبي والدول العربية والأجنبية منها: فرنسا, كرواتيا, بلغاريا, التشيك, بريطانيا, قبرص, رومانيا, اليونان, المجر, بلجيكا, النمسا, أمريكا, السعودية, سوريا, ومشاركة الدكتور وليد البني, مسؤول العلاقات الخارجية في المجلس الوطني, وهو سجين محرر من المعتقلات السورية, والسيد بسام إسحاق, عضو المجلس الوطني, والمناضلة المحررة من السجون السورية, سهير الأتاسي عضو الهيئة العامة للثورة السورية, والدكتور عبد الرازق عيد, رئيس إعلان دمشق

وقد ترأس أعمال المؤتمر الدكتور النمساوي السوري الشهير غزوان الأكتع, الذي كان قد أدار جلسات المؤتمر في أجواء هادئة, تميزت في الحوار الديمقراطي الوطني, المسؤول والصريح

وفي بداية المؤتمر (وهو مؤتمر تمهيدي لمؤتمر أكبر من المزمع عقده خلال الشهر القادم في العاصمة الهنجارية “بودابست”) قال دكتور أكتع: إن الهدف من المؤتمر هو محاولة بناء تيار وطني ديمقراطي واسع يضم كل القوى الديمقراطية الوطنية (بغض النظر عن إنتماءاتها السياسية) من أجل تقوية الداخل السوري, وإسقاط النظام, وبناء دولة مدنية سورية

وكان المؤتمر قد تضمن برنامج عمل صباحي ومسائي جاء على النحو التالي

الجلسات الصباحية وقد استمرت حتى الساعة الثانية عشرة بعد الظهر وتضمنت: الترحيب بالضيوف من قبل دكتور أكتع, كلمة اللجنة المنظمة, كلمة إتحاد المنظمات الطبية الإغاثية السورية, كلمة إتحاد الأطباء العرب وألقاها الدكتور تمام كيلاني, رئيس إتحاد الأطباء والصيادلة العرب في النمسا, تلاوة تقرير سياسي حول الوضع الحالي في سوريا, شرح خطة العمل وتوزيع الورشات على النحو التالي: إغاثة طبية, الملف السياسي, البيان الختامي, إستراحة, عمل الورشات, وقد اختتمت الجلسات في إستراحة تناول طعام الغذاء

و من ابرز ما جاء في الجلسة الصباحية: مطالبة المؤتمرين بتوحيد الجهود من أجل دعم الثورة السورية, وتوحيد الجهود الإغاثية, وتأكيدهم على أن الثورة سلمية, إلا أن الدفاع عن النفس لا يعني ثورة مسلحة

وقال احد المشاركين في المؤتمر: قد تكون لدينا تساؤلات وانتقادات موجهة للمجلس الوطني, ولكن يجب تأجيل النقاش في هذه الأمور إلى ما بعد سقوط النظام السفاح والرئيس السفاح بشار إبن السفاح حافظ الأسد وذلك على حد أقواله

في حين أكد المؤتمرون بالإجماع على أن المجلس الوطني هم ممثلهم الوحيد, وأن الجيش السوري الحر هو الجناح العسكري للثورة, معبرين عن أملهم بأن يتعامل المجلس الوطني مع الجيش السوري الحر من أجل إسقاط النظام الديكتاتوري الفاشي

وحول الجهود الإغاثية اوضح دكتور كيلاني: بانه لا يوجد لديهم في النمسا أي ملفات طبية للجرحى السوريين, مطالبا بتعيين ممثل إغاثي في كل دولة أوروبية بهدف تنسيق الجهود الإغاثية المتعلقة في هذا المجال

واختتمت الجلسة الصباحية بتشكيل لجنتين
اللجنة الأولى: معنية بالإغاثة الطبية من أجل تنسيق الجهود, ومكونة من عدد من الأطباء من مختلف الدول الأوروبية, بينهم دكتور كيلاني ممثلا عن النمسا
اللجنة الثانية: ومهمتها إعداد البيان الختامي لإجتماعات المؤتمر الأول, على ان تقدم كلا من اللجنتين ما توصلتا إليه إلى المؤتمرين في الجلسة الختامية من أجل مناقشتة وإقراره في صيغته النهائية

الجلسات المسائية للمؤتمر وتضمنت: تقديم عمل الورشات, تقرير الورشة الإغاثية الطبية, مناقشة التقرير, فتح باب التبرعات, إستراحة, تقديم التقرير السياسي والرؤية السياسية لسورية لمرحلة ما بعد الأسد, طرح مسودة البيان الختامي للمناقشة والإعتماد, تزكية لجنة متابعة العمل, إختتام أعمال المؤتمر

وفي الجلسة المسائية دار نقاش مستفيض حول آلية جمع التبرعات المالية والإغاثية, وطالب المؤتمرون بالإجماع الشفافية في هذا الأمر وإيجاد آلية عمل واضحة بموجبها يتم تقديم فواتير رسمية تبين تاريخ جمع التبرعات وتاريخ صرفها, وكيفية إيصالها إلى المتضررين والثورة في سوريا

وفي هذا الخصوص تم التركيز على ايجاد لجنة تنسيقية معروفة وموثوقة تتولى إيصال المساعدات والإغاثة للداخل السوري, بعد ذلك فتح باب التبرع للثورة السورية. وقد بلغت حصيلة التبرعات من المشاركين في المؤتمر: 14 الف ومائة يورو, بالإضافة إلى 5300 دولار, 6500 ليرة سورية

بعد ذلك انفصلت كلا من اللجنة الإغاثية ولجنة صياغة البيان الختامي عن المؤتمرين لتداول مهام عملهم, على ان يعودوا ثانية ليطلعوا الجميع على ما توصلوا إليه بهدف مناقشته وإقراره

أثناء ذلك دار نقاش سياسي مفتوح بين المؤتمرين وضيوف الشرف: الدكتور وليد البني عضو المجلس الوطني, الدكتور عبد الرازق عيد, رئيس إعلان دمشق, السيدة سهير الأتاسي ممثلة الثورة العامة السورية, السيد بسام إسحاق, عضو المجلس الوطني, أجابوا خلاله على الأسئلة الموجهة إليهم من قبل الحضور

وفي كلمة موجزة القى بها الدكتور وليد البني أمام الحضور كشف فيها النقاب عن قدومه من الدوحة, حيث شارك في إجتماع موسع عقد مع رئيس الوزراء ووزير الخارجية القطري حمد بم جاسم, وعدد من ممثلي الدول العربية والغربية من أصدقاء سوريا, وذلك بهدف تدارس ما يمكن عمله من أجل حماية الشعب السوري من جرائم النظام وذلك في اعقاب صدور قرار الفيتو الروسي والصيني

وحول تداعيات الفيتو الروسي والصيني قال البني: ان هناك إجتماع موسع سيحضره جميع المحبين لسوريا, والتنسيقيات العاملة على الأرض, سيعقد قريبا من أجل بحث تقديم الدعم المالي للثورة والجيش السوري الحر. وقال بأن الفيتو الروسي والصيني قد جعل المجتمع الدولي, وأصدقاء سوريا والدول العربية أكثر جدية في التعاطي مع الثورة السورية وبحث آلية دعمها وحماية الشعب السوري

وأضاف أما على مستوى سوريا, فإن الفيتو قد أدى إلى سقوط المزيد من الضحايا, فبدلا من سقوط عشرين شهيدا في اليوم, أصبح يسقط ما يزيد على الستين شهيدا في اليوم الواحد

وقال د. “البني” حول مرحلة ما بعد سقوط بشار والنظام: نحن كسياسيين أصبحنا نفكر منذ اليوم حول كيفية جمع السلاح من المقاتلين. وقال بان العملية الديمقراطية في سوريا ستولد بعملية قيصرية

وحول مساعدات دول الخليج للثورة السورية قال الدكتور البني: علينا أن لا نفكر في السؤال الذي يطرحه الكثيرين: لماذا تقدم دول الخليج الدعم لنا وهم لا يمارسون الديمقراطية مع شعوبهم؟ وقال: إن الإجابة على هذا السؤال لا تعنينا, والمهم عندنا هو دعمهم للشعب السوري, وأضاف: إن دول الخليج لا تقتل شعوبها, وعندما تفعل ذلك فنحن دون أدنى شك سندين القتل

اللوبي الصهيوني وإحتلال الإسرائيلي للجولان

ومن ابرز الأسئلة التي وجهت للدكتور “البني” خلال جلسة الحوار المسائية المؤتمر برز سؤالين

الأول: إستفسار أحد المشاركين حول ما إذا كان اللوبي الصهيوني يقف خلف الفيتو الروسي؟

ولم ينف د.البني او يؤكد ذلك لعدم حصوله على أدلة, ولكنه طرح العديد من الأمثلة التي تشير إلى أن إسرائيل تقف داعمة للنظام السوري الدموي, ,ان اللوبي الصهيوني يقف من خلفها

أما السؤال الثاني الذي كنا قد وجهناه إلى الدكتور “البني” فقد تطرق إلى سناريو تعامل المجلس الوطني “ما بعد الأسد” مع دول الجوار وفي مقدمتها فلسطين, إلى جانب مطالبته بتبيان موقف المجلس الوطني المتعلق باحتلال إسرائيل لهضبة الجولان, وتفسيره لما يدور خلف الكواليس مع الدول الغربية الداعمة للثورات العربية, والمجلس الوطني السوري وخاصة الأحاديث المتعلقة بإسرائيل, علما بان مجموع هذه الدول الغربية هي نفسها من يقدم الدعم المطلق لإحتلال إسرائيل لكل من فلسطين وهضبة الجولان, وهي الدول الغربية ذاتها التي ترفض تطبيق قرارات مجلس الأمن والشرعية الدولية على إسرائيل, بل انها هي الدول المناهضة للنضال الفلسطيني والمطالبة بوأد انتفاضة بما فيها السلمية

ورد الدكتور “البني” على سؤالنا قائلا: رغم حساسية الإجابة على السؤال, ورغم إعتراضي على بعض ما ذكر فيه إلا أنني احاول الإجابة على ذلك. وقال مدافعا عن الغرب: إن ما يحصل في سوريا هو عملية إبادة ترتكب ضد الشعب السوري, وهذا ما يبرر دعم الغرب لسوريا

ملاحظة وتعقيب: إن ما يحصل في فلسطين منذ عام 1967 هو أيضا جرائم حرب, وإبادة وتطهير عرقي وتهويد للأرض والمقدسات الفلسطينية وسرقة مقدرات الشعب الفلسطينية و… ومع ذلك فالغرب “الداعم للثورات العربية”؟؟؟!!! يقف مساندا لإسرائيل, غير آبه بإبادة الفلسطينيين وقرارات مجلس الأمن, بل أنه وقف مؤخرا إلى جانب إسرائيل رافضا منح فلسطين (كرسيا) في هيئة الأمم المتحدة بعد ما يزيد على 64 عام من النكبة؟؟

وأضاف الدكتور البني قائلا: أنا أبارك كل من يؤيد ثورات شعبي بغض النظر عن موقفه المعارض أو المؤيد لإسرائيل

وقال: لا يوجد شخص سوري واحد يريد بقاء إحتلال الجولان, ولا يوجد شخص واحد بريد التفريط في الجولان. وأضاف: لا شك بأن السوريين يحبون الفلسطييين أكثر من الأسد وحزب البعث. وأكد بان الشعب السوري بحريته وديمقراطيتة سيستعيد الجولان, وهو يدعم فلسطين والشعب الفلسطيني

Obama, Sarkozy and Cameron - 'P3' leaders determining Africa-policy from Libya to Cote d'Ivoire

The dominant interventionist approach to peace and security in Africa by-passes the hard work of creating domestic political consensus and instead imposes models of government favoured by western powers. The emergent African methodology offers a chance to develop locally-rooted solutions too often sidelined.

The common modus operandi for resolving an African civil war is no longer for the warring parties to sit together to hammer out their differences. Instead they compete for the favours of the USA, France and Britain—the so-called “P-3” of the United Nations Security Council—which do their best to determine the outcome of any crisis, ostensibly in accord with principles such as democracy and the protection of civilians, but more consistently with regard to their own political interests. Some African leaders are promoting the idea that a country should determine its own political settlement, based on an inclusive negotiating forum. But this is an uphill struggle, not least because, well aware of where power lies and aid money comes from, African publics often go along with western preferences.

The last twelve months have seen African-led efforts to resolve the conflicts in Cote d’Ivoire and Libya brushed aside by France and NATO respectively, which used military force to achieve their political objectives. African Union proposals for resolving the conflict in Darfur, Sudan, by inclusive political dialogue have been ignored by the P3 in favour of an approach that relegates discussions among Sudanese to an adjunct to bargaining between the Government of Sudan and the western powerbrokers. In Somalia, Africa and western powers have agreed on a security-led response that leaves a political settlement in a distant second place.

Philanthropic imperialists in Paris, Brussels, New York and Washington DC are in upbeat mood. Citing Libya and Cote d’Ivoire as triumphs for the doctrine of the responsibility to protect (R2P), the architect of R2P, the former Australian foreign minister Gareth Evans crowed in Foreign Policy last month: “End of the argument: how we won the debate over stopping genocide.” [11] NATO warplanes and French special forces certainly won their respective arguments in Sirte and Abidjan. They probably prevented some atrocities too. But these interventions were chiefly about power, not human rights. Remarkably little appears to have changed since Tom Lehrer’s 1965 satirical song, “Send the Marines”, which contains the lines: “They’ve got to be protected/All their rights respected/Until somebody we like can be elected.” As David Rieff commented, “instead of strengthening R2P as a new global norm, the NATO intervention in Libya may well serve as its high water mark.” [12]

Permission to fly refused

Across Africa, few tears are shed for the “Brother Leader” Muammar Gaddafi, but the manner of his passing divided and demoralized the continental organization. For NATO the goal was simple: regime change. Once Nicolas Sarkozy and David Cameron had a UN Security Council resolution authorizing them to use “all necessary means” to protect civilians, they were constrained only by how the course of the campaign affected their domestic political standing. Meanwhile, Gaddafi had alienated almost every member of the Arab League and the organization took the purely political decision to support his ouster.

The African Union, by contrast, held vigorous debates of principle and politics. The Constitutive Act of the African Union, adopted in 2002, includes clause 4(p): “condemnation and rejection of unconstitutional changes of governments.” These words had been drawn up without considering democratic uprisings, and as soon as these occurred in Tunisia and Egypt, the organization debated its response, quickly resolving that non-violent popular protests of this kind should be considered a legitimate advancement of democracy.

In the case of Libya, the AU leaned in a different direction. Officials argued that while the Libyan conflict began with an uprising, it degenerated quickly into a civil war, followed by NATO intervention under resolution 1973. The three African members of the UN Security Council—Gabon, Nigeria and South Africa—voted for the resolution because it included a strong positive reference to Africa’s search for a political resolution, and that the intent was the protection of civilians. (Article 4(h) of the AU’s Constitutive Act specifies “the right of the Union to intervene in a Member State … in respect of grave circumstances, namely: war crimes, genocide and crimes against humanity.”) The AU put together a panel of presidents, with the objectives of facilitating a transition to an inclusive government and lessening any negative impact on regional security. While Europe and the Arab world tended to see Libya as a problematic version of Tunisia, Africa instead feared that Libya would turn out more like Chad—mercenarised tribalism spilling across frontiers. Libya’s southern neighbours, Niger and Chad, were especially fearful that rebel groups, armed from the massive weapons depots in the Libyan Sahara, would flood back into their countries and create havoc. Sudan threw its lot in quietly with NATO and Qatar and sent troops to secure south-eastern Libya for the Transitional National Council, also fighting the Darfur rebels that were based there.

Another consideration was, in the words of one AU official, that “Gaddafi was bad for Libya but good for Africa.” Alone among African leaders he had both the temperament and the capability to thumb his nose at western countries, and he provided a reliable centre of gravity at a polar opposite to the US, France and Britain. Gaddafi rented a number of Africa’s less salubrious leaders and sponsored unpleasant insurgencies. However, the fact that he enjoyed real respect should be seen as a barometer of Africans’ distrust of the intentions of the former colonial powers and the Americans.

The AU Panel was due to arrive in Tripoli to begin its mediation on 20 March, the day after NATO imposed the no-fly zone. Permission to fly was refused, and soon NATO stretched its R2P mandate to regime change. NATO got away with it this time, and the outcome might indeed turn out better than taking the negotiations route, but African countries will be far more wary of voting for such Security Council mandates in the future: the price to pay for invoking R2P to pursue overtly political ends. In June, the Sudanese and Ethiopian governments insisted that the mandate for peacekeepers in the disputed territory of Abyei be determined by the host country and the troop contributor (Ethiopia), rather than the Security Council. In October, Russia and China vetoed a package of UN sanctions against Syria.

A unique mandate

The Cote d’Ivoire case raises similar concerns. There is much goodwill across Africa for the new Ivorian President, Alassane Ouattara, and hope that he can reconcile his people and rebuild his country. But the same pattern occurred: a UN mandate stretched to support a military intervention and the sidelining of an African initiative.

Uniquely, the mandate of the UN mission in Cote d’Ivoire (UNOCI) included certifying the outcome of the presidential election. Pre-empting the Ivorian legal mechanisms for adjudicating the numerous complaints over the election, which depending on how they were decided could have swung the result either in favour of the incumbent Laurent Gbagbo or his challenger Alassane Ouattara, the Special Representative of the Secretary General Y.J. Choi declared for Ouattara the day after the electoral commission (headed by a Ouattara supporter) announced a pro-Ouattara result. Choi stuck to his guns when challenged, asserting a few days later that “I remain absolutely certain that I have found the truth concerning the will of the Ivorian people as expressed on 28 November.”

An African mission led by the former South African president Thabo Mbeki, observed that the two candidates split the vote approximately evenly, and that neither could rule without the consent of the other, or his supporters. He proposed that the rivals negotiate a power sharing formula. Mbeki’s report to the AU Chairperson was never made public. There’s little doubt that France brought pressure to bear on its friends in Africa to close off that avenue.

France’s strategy in Cote d’Ivoire involves a cosy relationship with the assassin-putchist Blaise Compaore, leader of neighbouring Burkina Faso, whose mercenaries have destabilized a large swathe of west Africa for more than twenty years. For Sarkozy, Compaore is thief turned gendarme. At every stage of the Ivorian drama, France called the shots, helped by Gbagbo’s poor decisions, and in the end the outcome was decided by the French army. France’s Africa policy may have shifted in the last decade but old fashioned realpolitik remains a constant.

Intervention is justified by success, and so there is a case for cutting deals with thugs and cutting legal corners. But, after UNOCI, there is little chance that any nation hosting UN peacekeepers will agree to have that mission take primacy over national institutions and decide who becomes president.

On the other side of the continent, with the support of the UN and the P-3, the African Union is in the lead on addressing the Somali conflict. After the Mogadishu debacle of 1993, the UN will not contemplate sending its own peacekeepers to the country. As a result, there is no competition for military or political leadership on the Somali issue, and the African-international coalition is not likely to crack.

For a decade, what passes for African and international policy on Somalia has been security first, politics second. The African Union Mission in Somalia (AMISOM) and the armies of Ethiopia and Kenya are on combat missions in the country, while US and European drones and warships pursue similar objectives from the skies and the seas. This is intervention fully fledged, its political agenda undisguised. AMISOM’s war against the Islamists involves dying as well as killing, with no guarantee of victory. Somalia’s Transitional Federal Government (TFG) was set up under coalition tutelage and would collapse without this foreign support.

How will a workable political settlement for Somalia come about? The African-international coalition envisages a military victory over the Islamists, creating the condition for a national political bargain, which would reconstitute a central government, devolve power to the provinces (where governance arrangements have been shown to work) and bring in the moderate Islamists. But for this to work, the members of the coalition need first to agree on what constitutes victory: the Ethiopians have zero tolerance for any Eritrean involvement in Somalia, and the US is unlikely to end its attacks on suspected al Qaida affiliates. Then the TFG needs to reform its proclivity for centralized control over sovereign rents—in other words to become less corrupt. Another scenario is that the coalition tires of the contest and decides to negotiate its way out. A third—the most probable and the most hopeful—is that a plethora of local agreements made by local people, with little input from any outsiders, creates conditions in which the coalition can claim success and endorse what is actually working. This depends on African, and especially Ethiopian, leadership, in correctly analyzing Somali politics, and judging that sufficient security has been achieved.

Inclusive sovereignty

In its approach to Darfur, Sudan, the African Union developed a distinctively African method for addressing a complex conflict. In 2009, the AU High-Level Panel on Darfur (AUPD), led by President Mbeki, took on the mandate of recommending how best to address the challenges of peace, justice, reconciliation and Darfur’s political and economic future within Sudan. The AUPD convened an unprecedented series of town-hall type meetings across Darfur, and for forty days listened and discussed the issues with a broad range of Darfurians—government, rebels, civil society, tribal leaders and others. The AUPD recommended inclusive negotiations in which all the stakeholders could represent themselves, addressing all the issues in a holistic manner. The basic principle was that, if the Darfurians could achieve a consensus on the key political issues among themselves, all the most contentious questions—such as whether to cooperate with the International Criminal Court, which had issued an arrest warrant for President Omar al Bashir—would be subject to that consensus.

Such negotiations would represent the assertion of a democratic, or at least an inclusive, sovereignty. This is the core of an emergent African method: focus on a political agreement that includes everyone. It is not that the AU favours peace over justice, but rather that it makes both subordinate to an inclusive political contract. This may require accommodating individuals and political forces with deplorable human rights records. However, the recent record shows that R2P-justified interventions deal with such people, they just prefer not to admit it.

The AUPD recommendations for Darfur were not adopted. The approach followed by the mediator for the Darfur conflict, a former minister from Burkina Faso, Djibril Bassole, was wholly different: a top down process of drafting an expert document, with the backing of the Qataris (who hosted the peace talks), the UN, and the P-3, and then making this into the blueprint for resolving the crisis. The Doha Document for Peace in Darfur (DDPD), signed in July 2010, is a roadmap rather than a peace agreement. The DDPD commits the Government of Sudan to a series of steps, to which it can in principle be held accountable. The internationals corralled and encouraged a number of Darfurians into a new rebel grouping, the Liberation and Justice Movement, which was constituted around the peace forum rather than the battlefield, and which has signed the Doha document. None of the historic leaders of the Darfur rebellion have joined this process, and while there have been civil society fora to canvass views, this is a far cry from the inclusive negotiations envisaged by the AUPD. Nonetheless, many Darfurians are enthusiastic about Doha, mainly because it is seen as having the backing (and funds) of Qatar and western countries, and because they long for peace and normality.

What the Libyan, Ivorian, Somali and Darfurian cases have in common is that the de facto negotiations for a political outcome have not been among the warring parties in the country, but between western powerbrokers and some local or national political leaders. This is not negotiation between equals: it is bargaining over the terms of international recognition and funding. Some African leaders are preferred, others are ruled out entirely or ostracized. Africans understand well that any purely domestic political settlement must be acceptable to the P3, and so, unsurprisingly, they devalue their own domestic politics, sideline African mediations and instead go straight to petition western diplomats.

Western interventions are attractive partly for their firepower and partly because they come kitted out with democratic and human rights principles. For very good reasons, African citizens long for these principles to become real. But the danger is that democracy and good governance are packaged as an import, rather than something manufactured at home. The hard work of forging a lasting domestic consensus may be passed over in favour of a political beauty parade to impress the P-3. Africa’s emergent methods for promoting peace and security deserve space to succeed.

A Huge Anthill?

[www.fas.org] -- Starting in the Brezhnev period, Russia has been pursuing construction of a massive underground facility at Yamantau Mountain and the city of Mezhgorye (formerly the settlements of Beloretsk-15 and Beloretsk-16). Russia's 1997 federal budget lists the project as a closed territory containing installations of the Ministry of Defense.

On April 16, 1996, the New York Times reported on a mysterious military base being constructed in Russia:

"In a secret project reminiscent of the chilliest days of the Cold War, Russia is building a mammoth underground military complex in the Ural Mountains, Western officials and Russian witnesses say.
"Hidden inside Yamantau mountain in the Beloretsk area of the southern Urals, the project involved the creation of a huge complex, served by a railroad, a highway, and thousands of workers."

The complex, being built inside Yamantau mountain by tens of thousands of workers, covers an area the size of the Washington area inside the Beltway.

There are reportedly provisions for living inside the man-made caves. There is an underground warehouse for food and clothing, a shelter for the Russian national leadership in case of nulcear war, and rumors that the Yamantau Mountain project was associated with the so-called 'Dead Hand' nuclear retaliatory command and control system for strategic missiles.

Some U.S. analysts believe the secret underground complex beneath Yamantau Mountain betrays a lingering belief among top Russian leaders that they must continue to prepare to fight and win a nuclear war. Russians say they still fear the U.S.

Priors on the Record

It is now known that the Soviet Union used secret underground bases in Eastern Europe to conceal nuclear missiles at the end of the Cold War, as an integral part of its nuclear war-fighting strategy. In all, some 73 SS-23 missiles, packing a nuclear punch 365 times the bomb that detonated over Hiroshima, were hidden by the Soviets in violation of the INF Treaty, which went into force in June 1988.

If war had broken out those missiles would have given the Soviets an overwhelming strategic advantage against the United States, allowing them to decimate NATO forces in Europe in a surprise attack. The last of these missiles will be destroyed by the government of Slovakia, under a grant from the United States.

Today, Russia may be conducting nuclear deception on a far vaster scale beneath Yamantau Mountain, where it has dug out a gigantic underground military complex designed to withstand a sustained nuclear assault. A U.S. intelligence source was quoted as saying that the Yamantau complex is but one of some 200 secret deep underground nuclear war-fighting sites in Russia, many of which have been significantly upgraded over the past six years at a cost of billions of dollars.

This declassified Defense Intelligence Agency map [right] shows the relative location of the underground Yamantau Mountain complex. Since the end of the Cold War in 1991, U.S. intelligence sources believe the Russian government has pumped more than$6 billion into Yamantau alone, to construct a sprawling underground complex that spans some 400 square miles.

In 1998, in a rare public comment, then-Commander of the U.S. Strategic Command (STRATCOM) Gen. Eugene Habinger, called Yamantau

"a very large complex -- we estimate that it has millions of square feet available for underground facilities. We don't have a clue as to what they're doing there."

It is believed to be large enough to house 60,000 persons, with a special air filtration system designed to withstand a nuclear, chemical or biological attack. Enough food and water is believed to be stored at the site to sustain the entire underground population for months on end.

Bartlett is one of the handful of members of Congress who have closely followed the Yamantau project.

The Yamantau Mountain complex is located close to one of Russia's remaining nuclear weapons labs, Chelyabinsk-70, giving rise to speculation it could house either a nuclear warhead storage site, a missile base, a secret nuclear weapons production center, a directed energy laboratory or a buried command post. Whatever it is, Yamantau was designed to survive a nuclear war.

In response to repeated U.S. inquiries, the Russian government has provided no fewer than 12 separate and contradictory explanations for the site, none of them believed to be credible.

A 1997 Congressional Research Service report said that the vast sums invested to build the Yamantau Mountain complex "provide evidence of excessive military modernization in Russia." Russia is pouring money into this and other underground nuclear sites at the same time U.S. taxpayers have provided billions of dollars in aid to Russia to help dismantle nuclear warheads taken off line as a result of START I and START II.

"Yamantau Mountain is the largest nuclear-secure project in the world... They have very large train tracks running in and out of it, with enormous rooms carved inside the mountain. It has been built to resist a half dozen direct nuclear hits, one after the other in a direct hole. It's very disquieting that the Russians are doing this when they don't have $200 million to build the service module on the international space station and can't pay housing for their own military people," ---Rep. Bartlett.

The Russians have constructed two entire cities over the site, known as Beloretsk 15 & 16, which are closed to the public, each with 30,000 workers. No foreigner has ever set foot near the site. A U.S. military attache stationed in Moscow was turned back when he attempted to visit the region a few years ago.

Neither the Central Intelligence Agency nor the Defense Intelligence Agency will comment on what the Russians are doing at Yamantau Mountain.

"There's not a lot we could say without venturing into the classified realm," CIA spokesman Mike Mansfield said. "It's hard to discuss it with any specificity."

Two above-ground support cities, each housing 30,000 workers, are located at Beloretsk and Tirlyanskiy.

The very little that is known publicly about the site comes from Soviet-era intelligence officers, who defected to Great Britain and the United States. In public testimony before a House Armed Services Subcommittee last October, KGB defector Col. Oleg Gordievsky said the KGB had maintained a separate, top-secret organization, known as Directorate 15, to build and maintain a network of underground command bunkers for the Soviet leadership -- including the vast site beneath Yamantau Mountain.

"And what is interesting was that President Yeltsin and Russia's new democratic leaders are using those facilities, and the same service is still running the same facility, like it was 10, 15 years ago." --- Col. Oleg Gordievsky

Yamantau Mountain is so secret that only a handful of Russian government officials knows about it, says Rep. Curt Weldon, R-Pa., who speaks Russian and travels frequently to Russia, chairing a congressional working group that discusses strategic issues with counterparts from the Russian Duma.

"I ask the Russians about it every time I meet with them... We've never had a straight answer."

Weldon got interested in Yamantau Mountain in 1995 when he saw a public report suggesting it was a vast mining project.

"I went to Moscow and spoke with the deputy interior minister who was in charge of mining," Weldon says. "I asked him if there was any mining activity there. He just shook his head and said he had never heard of it. So I mentioned the other name the Russians use for it: Mezhgorye. He said he hadn't heard of that either. Then he sent an aide out to check. Twenty minutes later, the aide came back, visibly shaken. He said they couldn't say anything about it."

Weldon also met with Andrei Kokoshkin, a former deputy defense minister, in charge of President Yeltsin's National Security Council.

"Kokoshkin called it a public works project, and said there was nothing to worry about, since the Defense Ministry had no involvement in it. So I brought out a copy of the Defense Ministry's budget -- it's only a few pages long -- and showed him the line item for Mezhgorye. He smiled and said it must be for bridges, roads and schools. When I then asked if I could see it, he said that could only be arranged through Yeltsin. The site was controlled directly by the president."

Weldon then tried sending a 3-page letter to Yeltsin in Russian.

"I told him all the things I was trying to do to foster better U.S.-Russia understanding, but said that I couldn't help if they couldn't clear up something as important as this. He never replied."

Where's the Money Coming From?

The cause for concern is that the US is currently sending hundreds of millions of dollars to Russia, supposedly to help that country dismantle old nuclear weapons. Meanwhile, the Russian parliament has been complaining that it cannot pay $250 million in back wages owed to its workers at the same time that it is spending money to comply with new strategic arms reduction treaties.

Aviation Week and Space Technology reported that "It seems the nearly $30 billion a year spent on intelligence hasn't answered the question of what the Russians are up to at Yamantau Mountain in the Urals. The huge underground complex being built there has been the object of U.S. interest since 1992. 'We don't know exactly what it is,' says Ashton Carter, the Pentagon's international security mogul. The facility is not operational, and the Russians have offered 'nonspecific reassurances' that it poses no threat to the U.S."

U.S. law states that the Administration must certify to Congress that any money sent to Russia is used to disarm its nuclear weapons. However, is that the case? If the Russian parliament is complaining of a shortage of funds for nuclear disarmament, then how can Russia afford to build the Yamantau complex?

So America is not the only country preparing for nuclear war with these mammoth underground bunkers. They should not be paying for it however. I have heard of this in Russia before but not so much detail.

When and if that day comes, I live at the seashore right beside a naval base. I figure I will go swimming..... The thought of living underground is appalling to me.

Mount Yamantau is in the Ural Mountains, Bashkortostan, Russia. The name means bad (evil) mountain in the Bashkir language (Яман тау). It is also known as Mount Yamantaw. It stands at 1,640 metres (5,381 ft) and is the highest mountain in the southern Urals. Along with Kosvinsky Mountain (600 km to the north), it is suspected by the United States of being a large secret nuclear facility and/or bunker. The closed military town of Mezhgorye is situated nearby. As late as 2003, Yamantaw was not yet fully operational.

Large excavation projects have been observed by U.S. satellite imagery as recently as the late 1990s, during the time of Boris Yeltsin's government after the fall of the Soviet Union. Twogarrisons, Beloretsk-15 and Beloretsk-16, were built on top of the facility, and possibly a third,Alkino-2, as well, and became the closed town of Mezhgorye in 1995. They are said to house 30,000 workers each. Repeated U.S. questions have yielded several different responses from the Russian government regarding Mount Yamantaw. They have said it is a mining site, a repository for Russian treasures, a food storage area, and a bunker for leaders in case of nuclear war. Responding to questions regarding Yamantaw in 1996, Russia's Defense Ministry stated: "The practice does not exist in the Defense Ministry of Russia of informing foreign mass media about facilities, whatever they are, that are under construction in the interests of strengthening the security of Russia." Large rail lines serve the facility.

الإتحاد العام للسوريين في أوروبا يعقد مؤتمره بمشاركة 13 دولة أوروبية

تحت عنوان من أجل توحيد المعارضة السورية, عقد اليوم الأتحاد العام للسوريين في أوروبا مؤتمره السنوي الأول في فندق الماريوت بمشاركة كل من د. منذر ماخوس عضو المجلس الوطني, والسيد خليل الحاج صالح, عضو المجلس الوطني وممثل التنسيقيات في الداخل, إلى جانب عشرين عضوا آخرين يمثلون عددا من الإتحادات السورية في 13 دولة أوروبية هي: (النمسا, المجر, بولندا, رومانيا, فرنسا, بريطانيا, إسبانيا, هولندا, إيطاليا, مولدابيا, السويد, سلوفاكيا, التشيك). فيما تغيبت ثلاث دول عن المشاركة في المؤتمر لأسباب مبررة على حد قول الدكتور محي الدين محروس, أمين سر الأتحاد في بولندا

وقال دكتور محروس ردا على إستفسارنا حول قلة عدد المشاركين في المؤتمر: “بان المؤتمر لا يهدف إلى تجميع الأعضاء الفاعلين فيه, وإنما إلى إيفاد ممثل عن كل إتحاد في مختلف الدول الأوروبية بهدف اللقاء والحوار وتنسيق الجهود والتوصل إلى صيغة عمل موحد ما بين الإتحادات من أجل دعم المعارضة السورية. وتجاهل الدكتور محروس سؤالنا حول: “كم عضوا يمثّل كل أتحاد (على حده) من أبناء الجالية السورية في مختلف الدول الأوروبية”؟

وفي معرض رده على سؤالنا حول “هل يضم الإتحاد مجموع أطياف المعارضة السورية؟ وهل يشارك في المؤتمر المنعقد اليوم في النمسا ممثلين عن جميع أطياف المعارضة السورية بمن فيهم الإخوان المسلمين؟ أكد د. محروس: “بأن جميع أطياف المعارضة السورية تشارك في المؤتمر بما في ذلك الأكراد
وقال: هناك أشخاص مسلمون متدينون يشاركون في المؤتمر, ولكن لا ندري أن كانوا يمثلون الإخوان المسلمين أم غير ذلك مضيفا بقوله: بان الإخوان المسلمين لا يعلنون عن أنفسهم. إلا انه عاد وسحب تصريحه قائلا: بان الإخوان المسلمين لا مشاركين في أعمال مؤتمر اليوم

وحول المؤتمر قال د. محروس بان المؤتمر الأول عقد في 10 سبتمبر 2011 في فينا, وتم خلاله انتخاب الهيئة العامة وألأمانة العامة, وتلاه لقاء آخر في 12 نوفمبر 2011

واوضح بان الهدف من انعقاد المؤتمر هو دعم الثورة السورية من خلال تنظيم العمل بين فروع الإتحاد في دول الإتحاد الأوروبي, وخلق أجواء من التواصل على المستوى الرسمي والمدني ما بين الإتحاد السوري في أوروبا والأتحاد الأوروبي, وبحث موضوع دعم المكتب الإغاثي للثورة من خلال جمع الأدوية والمستلزمات الطبية اللازمة, وتفعيل الدور الإعلامي من خلال نشر المواضيع المتعلقة بالثورة وفضح جرائم النظام, وتفعيل دور المكتب الحقوقي والعمل على توثيق الجرائم التي ترتكب بحق الشعب السوري, وتعذيب وقتل المعتقلين في السجون السورية

وحول ما حققه الإتحاد قال: على صعيد النمسا فقد نجحنا في تحصيل مبلغ 80 ألف يورو من أجل علاج المصابين السوريين, ونحن في صدد بحث السبل الكفيلة في إستقدام عدد من مصابي الثورة السورية

هذا وقد دار نقاش مطول على طاولة مأدبة الغذاء, لم يبد مريحا لبعض من إستمع إليه. ومن المواضيع التي تناولها النقاش هو ظاهرة التسابق في تأسيس المزيد من الإتحادات السورية في كل دولة أوروبية, رغم أنها لا تمثل فعليا جميع أبناء الجاليات السورية في الدول الأوروبية, وكذلك ألإنقاسامات في صفوف المعارضة السورية, وعدم وجود آلية عمل واضحة في التعامل على المستوى الرسمي مع دول الإتحاد ألأوروبي, وإلزامها بالأيفاء بما صدر عنها من قرارات إتجاه سوريا, ومحاسبتها على عدم الألتزام بما جاء في تلك القرارات, كالتعامل التجاري مع شركة مخلوف وغيرهامن الأمور, إذ ما زالت أوروبا تسمح لكثير ممن وردت أسماؤهم على قائمة الممنوعين من السفر إلى أوروبا بحرية التنقل في دول الأتحاد ألأوروبي. إلى جانب ذلك فإن عددا من دول الأتحاد ألأوروبي تبقي علي المزيد من الإتفاقيات الموقعة بينها وبين النظام السوري الدموي, تماما كما هو الحال في النمسا التي قطعت على نفسها عهدا بعدم طباعة الليرة السورية, إلا انها نكثت العهد بعد أن أغفل الإعلام عينه عنها واستكملت علاقاتها مع النظام

ومن القضايا الحساسة التي لم يلق طرحها من قبلنا إرتياحا, قضية الجولان المحتل, وموقف ألإتحادات السورية والمجلس الوطني من قضية تحرير الجولان, والتعامل مع القضية الفلسطينية ولبنان ودول الجوار

هذه القضايا التي تلكأ في الأجابة عليها من وجهنا إليهم السؤال, والتي يبدوا انها ليست قضايا غير قابلة للنقاش من طرفهم, أو أنه ليست لديهم النية في فتحها وطرحهما وتبيان مواقفهم الرسمية منها

وقال عضو المجلس الوطني د. منذر ماخوس: اننا لا نتحدث حول هذه الأمور والقضايا اليوم, وأن مهمتنا الأساسية هي انتصار الثورة ورحيل النظام. أما القضايا الدولية وقضية الجولان, فاذا كان هناك إمكانية للوصول إلى حل تفاوضي مشرف في شأنها دون تقديم تنازلات, وإذا كان بالإمكان إعادة الحقوق المشروعة للشعب الفلسطيني وتحرير الجولان كاملا, فلا مانع لدينا من السير في هذا الطريق, وإذا لم يكن ذلك فتبقى كل الخيارات مفتوحة مع إسرائيل, بما في ذلك الكفاح المسلح

وكان د. ماخوس عضو المجلس الوطني, قد أعلن خلال الجلسة الصباحية للمؤتمر رفض الحوار مع النظام السوري, مشيرا إلى ان القبول بالحوار يعني إعطاء النظام فرصة لقتل المزيد من أبناء الشعب السوري. وقال بعد فشل مهمة الجامعة العربية, ليست هناك مراهنات على أي حوار مع النظام

وعلى الصعيد الدولي قال د. ماخوس بأن النظام السوري متخصص في خلق أزمات وتسويقها دوليا, واصفا إياه بالنظام الشيطاني, وان المراهنة على بقاءه هي خيانة

وقال: يجب أن يسقط ليس بشار الأسد وإنما كل النظام. وأضاف: هناك خطين أحمرين, لآ بشار الأسد ولا رفعت الأسد, وحول “خدام” قال د. ماخوس: عليه أن يعتذر ويعيد الأموال التي سرقها من الشعب السوري

هذا وقد ارتفع صوت أحد المشاركين في المؤتمر مخاطبا د. ماخوس قائلا: أنت تغرد خارج السرب, وخارج المجلس الوطني. إلا أنه لم يرد عليه حيث توجه جميع المشاركين لتناول طعام الغذاء على أن يعودوا بعد ذلك لإستكمال جلساتهم ونقاشهم

تجدر الإشارة بأن المأتمرين تفرقوا بعد تناول طعام الغذاء, وشوهد كل مجموعة منهم تكولس على حدة, وفي وقت كان يتوجب على جميع المأتمرين المشاركة في مظاهرة أمام مقر السفارة السورية, إلا ان عشرة مأتمرين من بين عشرين شاركوا في المسيرة الغير مرخصة, التي انضم إليها العشرات من أبناء الجالية السورية, فيما طوقت السفارة العشرات من سيارات الشرطة والقوات الخاصة

وقال مسؤول الشرطة في الموقع الميداني, بان المتظاهرين لم يحصلوا على ترخيص للتظاهر, ولم يبلغونا شيئا حول المظاهرة في مخالفة واضحة للقانون.
هذا وقد تحدث شباب سوريين لمسؤول الشرطة مطالبين له بالسماح لهم في انزال علم السفارة, كما حصل في العاصمة البريطانية لندن, إلا ان الشرطة رفضت الطلب ودفعت بتعزيزات مكثفة لحماية السفارة

وكان الدكتور ممدوح طاهر الذي وجه دعوة رسمية إلينا من أجل المشاركة في المؤتمر وقد طلب نقطة نظام لدى وصولنا رحب بنا في موجز تطرق فيه لسيرة حياتنا في العمل الصحفي , تلا ذلك ترحيب رسمي من قبل الدكتور محي الدين محروس الذي كان يترأس الجلسة

وفي حديث جرى على مأدبة الطعام استفسرنا خلاله دكتور طاهر حول أسباب دعوته إلينا, رد قائلا بانه تلقى مكالمة هاتفية من أحد الزملاء أخبره خلالها بالتقرير السلبي الذي سبق نشره حول المؤتمر, واقترح عليه الحديث إلينا ودعوته لنا بهدف جلاء الحقيقة. وقال انه سعيد في استجابتنا لدعوته

وحول اللقاء السابق الذي عقده المشاركون في وقت سابق في فندق الماريوت, (وهو فندق أمريكي مملوك من قبل يهودي) والذي انتهى في طوشة وعراك, قال دكتور طاهر بان من قاموا بذلك قد خسروا الإتحاد وخسروا كل شيء رغم محاولاتهم التي قاموا بها جاهدين في عدد من دول الإتحاد الأوروبي هنا وهناك, إلا انهم لم يحققوا شيئا ولم يعد لهم أي مكان في الإتحاد هنا أو الإتحادات هناك

هذا وجدير بالذكر بان قوانين تاسيس الجمعيات والمؤسسات في اوروبا تسمح لكل ثلاثة أشخاص في تأسيس أي مؤسسة وتسميتها بما يحلو لصاحبها. إلا ان هذه المؤسسات ليست بالضرورة تمثل ابناء الجاليات العربية والمغتربين في أوروبا حتى وإن حملت أسماءهم

10th Palestinians in Europe Conference launches in Denmark

The General Secretariat of the Palestinians in Europe Conference, The Palestinian Return Centre (PRC) and the Palestinian Forum in Denmark announced that this year the 10th Palestinians in Europe Conference will be held in Denmark.

The annual conference successfully gathers Palestinian Refugees from across the world, especially in Europe, in calling for their Right of Return and celebrating Palestinian culture. It’s also an opportunity to discuss the Future of the Right of Return during seismic shifts in the Middle East.

This year’s conference is titled, “Our Spring blossoms our Return”. It will be held on, Saturday, 28, April 2012 in Denmark, Copenhagen.

According to Majed al Zeer, PRC General Director and Conference President, the slogan for this year was inspired by the Arab Spring. It also represents a major hope amongst Palestinians who see this wave of change for freedom and human rights having a positive impact in their own historical struggle for freedom and human rights.

Palestinians in Europe Conference General Secretary, Adel Abdallah, stated that invitations have been dispatched for many renowned figures who will participate in the event.

Chair of the Palestinian Forum in Denmark expressed his extreme joy for holding the conference in Denmark again. He said “this shows the importance of Palestinian Community in Denmark which is one of the biggest in Europe”.

It’s expected that a number of politicians, journalists, academics, experts, activists and others will be taking part.

Belal al Fout, Head of Preparatory Committees confirmed that the different committees have been formed and preparations are taking place.

Thousands of Palestinians from all across Europe and around the world are expected to take part in the conference.

During the previous nine years the conference was held in various European cities like London 2003, Berlin 2004, Vienna 2005, Malmo 2006, Rotterdam 2007, Copenhagen 2008, Milan 2009, Berlin 2010 and Wuppertal, Germany 2011.

A statement is expected to be issued at the conclusion on behalf of the Palestinians in Europe regarding their position towards different issues and reinstate their unflinching resolve for the right of return.

Today Thursday February 2 2012, UN Secretary-General Ban Ki-moon arrived in the besieged Gaza concentration camp, coming through the Beit Hanoun (Erez) crossing in the northern border of the Gaza Strip.

Ban Ki-moon was welcomed in a very special way at the border of Gaza, where dozens of Palestinian families of prisoners and victims of the Israeli genocide and war crimes who lost their loved ones, among them children and members of their families during the continued Israeli invasions on Gaza. Also present were a number of Palestinians deported to Gaza by the Israeli occupation from Bethlehem and the West Bank. They all blocked the passage for the convoy of Ki-moon and hurled shoes, sticks, stones, chairs at him as an expression of their anger for the visit and his refusal to meet with them and listen to their humanitarian problems, in the same way as met during a previous visit to Israel with family of war criminal Gilad Shalit.

According to the Palestinian protesters: “eggs and tomatoes are very expensive in Gaza, therefore we were not able to buy them to throw them at the convoy of the Secretary General of the United Nations Ban ki-Moon. The protesters only had their shoes and other things to throw. After they threw their shoes, they collected them and put them on”. They said “Sorry Mr. Ban Ki-moon, the economic situation in Gaza under the blockade is very much deteriorated, and eggs and tomatoes are not available”.

Abdullah Kandil, the spokesperson of the of prisoners families, stated that “the Palestinians sit-in blocked the convoy of Ban Ki-moon for some time in protest against the immoral and inhumane position of Secretary General Ban Ki-moon, who refused to meet with the families of prisoners languishing in the jails of the Israeli occupation.”

Kandil said in his statement that “the protesters threw chairs, stones and shoes at the convoy Ban Ki-moon, holding signs that read ‘Enough of Ban Ki-moon bias for Israel’, ‘Where is the United Nations since the blockade of Gaza’ and ‘Where is the United Nations when the the Palestinian Legislative Council (PLC) members are kidnapped??”.

Mr. Abed El-Nasser Ferwana , a former Palestinian prisoner and a well known specialist in prisoners affairs said “the Palestinian protest is a symbolic message to Mr. Ban Ki-moon that Palestinians from Gaza want to have the right to visit their children and loved ones at Israeli jails”. He added: “Ban ki-Moon should make more efforts to release the Palestinian prisoners”. He wondered why Mr. Ban ki-Moon, always when he visits Gaza, avoids the meeting with the families of Palestinian prisoners.

The Palestinian protesters raised the pictures of a number of prisoners, especially the Palestinian leadership of the “Fatah”, among them Marwan Barghouti and Palestinian Legislative Council Speaker Aziz Dweik, who were kidnapped by the Israeli occupation.

Ismail Ibrahim al-Thawabta, Palestinian journalist from Gaza, forwarded me an Arabic letter titled: “بان كي مون لا أهلا ولا سهلا”, what means in English “Ban Ki-moon you are not welcome in Gaza”, where he expresses his deep anger and concern about the double standards policy of the UN Secretary General . He wrote: “We can not understand what kind of irresponsible policy Ban Ki-moon works by, and why previously he sat with the family of the Israeli prisoner Gilad Shalit who was captured while he was carrying a rifle to hunt the Palestinian children in the Gaza refugees camps. Ki-moon expressed his deep hope for the release of Shalit, while he ignores over 6.500 Palestinian prisoners at Israeli jails, among them hundreds of children and the sick people?!”

He added: “The United Nations policy of marginalization towards the Palestinian prisoners and detainees at the Israeli prisons, where they are denied the most minimal humanitarian rights, visits, medical treatment, where they are routinely tortured, does not express a sincere, logical and humanitarian policy of the UN, but it clearly serves the dictator criminal regime of the Israeli occupation, the israeli executioners, at the expense of prisoners and Palestinian refugees”.

Mr. Thawabta continued: “The clear message which must be understood by Ban Ki-moon is that he should be ashamed of his blood, that he is called to respect his age and position as UN Secretary General, and that therefore he has to stop selling out to inhuman political decisions against Palestinians in the favour of Israel. It is quite simply, the thousands of prisoners and their grieving families are human beings, and it is time to stop the policy of double standards of the UN and to look at the facts with impartiality, with respect and according to the International laws and treaties which deal with the Israeli occupation”.

ONE Palestinian And Israeli State

Mahmoud Abbas, “President” of the puppet dictatorship PA, is granted permission to move around by some small Israeli soldier occupied as a clerk at the colony of Beit Ell near Ramallah. This makes it possible for him to move between his residency, the Ramallah district and the various occupied Palestinian cities. The main role of Abbas and his PA is as a police force to protect the colonists, to do the dirty work of the israeli occupation in the occupied territories, and most importantly to legitimize the Israeli genocide, ethnic cleansing, and crimes against humanity and to suppress anybody who is against this state of of abject criminality.

The majority of Palestinians live in abject poverty. Children usually suffer of anemia and other diseases related to malnourishment. Recently the students at the Bir Zeit and Bethlehem Universities went on strike because of the increase of semester fees. During the last too weeks, demos broke out in the Palestinian West Bank cities in the occupied territories. Thousands of Palestinians ran to the streets holding empty pots and protesting new tax laws which supposedly will be impose on them by the “Prime Minister of the Palestinian government” Dr. Salam Fayyad who was imposed on Palestinians by the US government.

The Abbas dictatorial regime sucks in millions from Europeans, US, and Arab donations yearly. These donations feed the Palestinian police system which protects the security of the occupation and the squatter colonies, suppress the right of Palestinians to resist against the injustice of the Israeli occupation and the PA, these donations feed the bank accounts of the fat cats around Abbas and the Fatah movement. While over 54% of Palestinians are jobless and most people do not receive any kind of social services or security allowances because of the miserable laws of social security imposed on the Palestinians, which do not allow that healthy people receive social security until they bring proof of deteriorated health conditions, while Palestinians are milked by even more onerous taxes and fees, the heads of the PA theocracy squander money in the Gulf states, in the USA and in the European countries as if there was no tomorrow.

The name of the PNA has become synonymous with starvation, poverty, repression, intimidation, imprisonment, suppressing resistance, forbidding opposition and peaceful demonstrations, imposing military trials on civilians, torture and random murders in the occupied territories. It is simply one more dictatorial regime on top of the Israeli occupation. The PA is in fact so bad that it is by itself far worse than the Israeli occupation. This is the PA which the UN headed by Mr. Ki-Moon has decided to recognize as a state, this is the group of crooks to which many member states of the UN has decided recognize as a state.

During a previous visit to israel, Mr. Ki-Moon sat around with the family of war criminal Gilad Shalit, he found enough time to do that, but during his current visit to Israel and Ramallah he did not agree to meet with families of the Palestinian prisoners, and the victims of the israeli war crimes in Gaza, he rejected the notion, and in response a group of journalists from Gaza sent him a letter declaring him “not welcome” in the name of all Gazans.

Before Mr. Ki-Moon went to israel, the israeli occupation grabbed Palestinian Parliamentarians from the street and threw them in jail on “administrative” reasons. It is not known that Mr. Ki-Moon found even one word to protest this indecent behavior from israel.

Today, while Mr. Ki-moon was touring in Israel and the occupied Palestinian territories, and after he did not make a comment on the arbitrary jailing the Palestinian Parliamentarians, a group of 26 members of the European Parliament called on Israel to release 26 Palestinian lawmakers who are being held in its prisons, including the speaker of the Palestinian parliament. In a letter of appeal, 26 European Union parliamentarians who represent a broad spectrum of the European parties, urged “the EU and its Member States to take immediate action” in order to ensure the release of all detained members of the Palestinian Legislative Council (PLC).

The EU lawmakers condemned the arrest of PLC speaker Aziz Dweik, who was arrested two weeks ago and sentenced to six months in administrative detention without charge or trial, as well as the arrest of the lawmakers at the Jerusalem Red Cross headquarters in Sheikh Jarrah, among them former minister Khaled Abu Arafa and MP Mohamed Totah. This appeal from EU Parliamentarians was a splat in the face of Mr. Ki-Moon, who only knows silence before abject criminality.

All what Mr. Ki-Moon did during his visit to Israel was to aid and support criminals, crime against humanity, genocide, activity which is contrary to the bylaws and tenets of the organization which he heads. The more than questionable activity of Mr. Ki-Moon in Israel and in the West Bank put a big question mark over the UN and the reason for its continued existence.

The desirable role of the UN should be to promote dialogue between the many peoples and nations of the world. The actual role of the UN, under Mr. Ki-Moon and his predecessors, has been to enable and promote all kind of crimes against humanity, to tolerate and promote wars of agression, genocides, to look the other way in face of decades of crimes of israel against us Palestinians, to accede to more and ever more plainly criminal wishes of the worldwide zionist compact and its most visible representative, the USA. This statef affairs has firmly positioned the UN as a part of all manner of problems, but seldom as part of the solution to the many problems affecting humanity.

With this in mind, it is right to ask what is the value of a membership in the UN to any country anymore? Would the money and efforts of being member in an organization which promotes injustice not be better invested elsewhere, in more sensible projects?

Whatever happens with the UN, the wishes of the Palestinians are clear: END the Israeli occupation, END of the PA INJUSTICE. YES to ONE State for ALL people, Palestinians and Israelis under Equality of Rights, and one Parliament for all. The “two state solution” was a dead end from the beginning, it only took in account the wishes of the most extremist elements in the israeli camp, and that should be taken in account.

Call For An Immediate End of Ethnic Cleansing By Israel

The United Nations Humanitarian Coordinator for the occupied Palestinian territory, Mr. Maxwell Gaylard, today January 29 2012, called for an immediate end to the demolition of Palestinian homes by the authorities of the Government of Israel in the occupied West Bank.

Earlier this month January Mr. Gaylard stated: „Almost 1,100 Palestinians, over half of them children, were displaced due to home demolitions by Israeli forces in 2011, over 80% more than in 2010. The forced displacement of Palestinian families and the destruction of civilian homes and other property by Israeli forces in the West Bank, including East Jerusalem, have a serious humanitarian impact. Israel, as the occupying power in the West Bank, has the obligation to protect Palestinian civilians and to administer the territory for their benefit. International law prohibits the forced displacement or transfer of civilians as well as the destruction of private property, unless absolutely necessary for military operations.“

According to the statment issued by the office of Mr. Gaylard January 26 2012, the Office for the Coordination of Humanitarian Affairs (OCHA).

1. The forced displacement of Palestinian families and the destruction of civilian homes and other property by Israeli forces in the West Bank, including East Jerusalem, have a serious humanitarian impact. Demolitions deprive people of their homes, often their main source of physical and economic security. They also disrupt their livelihoods, reducing their standard of living and undermining their access to basic services, such as water and sanitation, education and health care.

2. The impact on families’ psychosocial well-being can be devastating. Women often feel a loss of control over domestic matters and a heightened sense of insecurity while men experience increased stress and anxiety. For many children, the demolition, along with the disruption to education and increased tension in the home, results in depression, anxiety and symptoms of post-traumatic stress disorder.

3. According to Israeli authorities, demolitions are carried out because structures lack the required building permits. In reality, it is almost impossible for Palestinians to obtain permits. The zoning and planning regime enforced by Israel in Area C and East Jerusalem restricts Palestinian growth and development, while providing preferential treatment for unlawful Israeli settlements. This treatment includes the approval of master plans and the provision of essential infrastructure, participation in the planning process, and the allocation of land and water resources.

4. In Area C, a combination of Israeli policies and practices, including restrictive zoning and planning, settlement expansion, settler violence, and restrictions on movement and access, have resulted in fragmentation of land and shrinking space for Palestinians, undermining their presence. Israeli authorities have also indicated that they intend to transfer several Palestinian communities out of strategic parts of Area C, raising further humanitarian and legal concerns.

5. Israel, as the occupying power in the West Bank, has the obligation to protect Palestinian civilians and to administer the territory for their benefit. International law prohibits the forced displacement or transfer of civilians as well as the destruction of private property, unless absolutely necessary for military operations. Demolitions of homes and other civilian structures should end immediately and Palestinians should have access to fair and effective zoning and planning for their communities.

Maxwell Gaylard
The Secretary-General appointed Mr. Maxwell Gaylard as the Deputy Special Coordinator for the Middle East Peace Process, and the United Nations coordinator for humanitarian and development activities in the Occupied Palestinian Territory in March 2008.
Mr. Gaylard has been acting as Deputy Special Coordinator since November 2007. He previously served as Director of the United Nations Mine Action Service, and before that spent significant periods of time as a senior United Nations humanitarian and coordination official in Somalia, Sudan and northern Iraq. In these capacities, he served in some of the most challenging field stations for the United Nations and gained relevant expertise in coordinating the United Nations country team’s response to pressing humanitarian and developmental needs.
An Australian national, Mr. Gaylard began his career with the Australian Department of Foreign Affairs and also served with the Commonwealth Secretariat before he joined the United Nations. Mr. Gaylard was born in 1946 in Nambour, Queensland, where he received his primary and secondary schooling, and is a graduate of the University of Queensland and the Australian National University. Mr. Gaylard also served with the Australian military forces from 1968 to 1970.

The paper “Global Science: 10 Theses For A Scientific Conception Of The 21st Century” By the Syrian med doctor and philosopher Dr. med. Nadim Sradj, MA was submitted to the United Nations Educational, Scientific and Cultural Organization (UNESCO) with the aim that the principles he presents would be accepted for recognized by the organization. Dr. Sradj first presented his paper as a lecture during the opening session the Conference 27th Annual Meeting of ARABMED in Madrid. The lecture is translated to several languages: English, German, French and Arabic.

Dr. Sradj has also submitted his scientific paper for publishing at the worldwide news service and web site www.rense.com. He hopes that the readers will express their opinions and views on his paper “10 Theses For A Scientific Conception Of The 21st Century”.

Global Science in the 21st Century – A Definition from the Standpoint of Political Philosophy

We take the term ‘global’ to be the overcoming of internal (psychological) and external regional and national (geographic) limits on the multidimensionality of the pluralistic world (see appendix: “Development of Global Thought”). In contrast, what is local is marked by conscious demarcation. Borders are principally a negation of freedom.

Global science consists of three types of components:
1. Logical: the presentation of dynamic relationships of elements to each other while taking their functional complex of meaning into account (teleology). Structural knowledge differentiates itself from the conventional inductive experimental logic of John Stuart Mill (1843).
2. Genetic: Knowledge serves to gain orientation and experience improvement within the living environment and attempts to overcome detailed know-how for the benefit of orientational knowledge and in order to determine what is constant among what is changing.
3. Topical-perspectival: Common sense formulates a catalog of topoi (Aristotle’s Topics) in order to recognize and solve a problem situatively and argumentatively. It contrasts with normative expertise and expert’s authoritarian behavior (thinking about problems versus systematic thought).

In contrast to the scientific strategy of knowledge as ‘trial and error,‘ which leads to unending experimentation, we represent a dialectic of simultaneity including both progress and regress. This philosophy of dialog with the natural world attempts to overcome the knowledge sovereignty that is bound up with false consciousness and alienation, thus seeking to avoid irreversible damages from technology (Chernobyl,
Fukushima).

Similar to the United Nations’ non-governmental organizations (NGO), we call for the establishment of an independent control commission so that artificial demarcations such as that between ‘German’ and ‘Jewish’ physics during Nazi rule are not able to be repeated.

Knowledge, regardless of the form in which it comes, is bound neither to national borders nor powers. The dynamics of thought has as a consequence a situation where centers of knowledge and power are not able to perpetually hold their monopoly position.

The development of what is global proceeds from the part to the whole, from the simple to the complex, and from that which is static to changeably dynamic.

Crossing borders represents progress in the conscious awareness of freedom.

1. Scientists cannot place themselves above or outside of nature.
“Knowers” and “non-knowers,” human beings as well as plants and animals, are an integral part of nature.
2. Laws composed by people can not determine nature.
3. Science is not the monopoly of any particular nation, state, society, or institution. Every nation has its own specific cultural tradition and is to be respected for its individual manner of viewing things and solving problems. For example, in Europe, China or India pain is treated differently. There is no hierarchy of knowledge. The dynamics of knowledge do not allow this, since cognition is constantly undergoing modification.
4. What follows is a call to methodological pluralism in research. There are no specific and exclusive methods leading to truth. The history of science is a history of trial and error.
5. The modern phenomenon of normative ‘expertocracy’ (leadership by the experts) constricts the scientific perspective in an inadmissible way. Common sense is formally more comprehensive than the so-called ‘scientific’ findings of experts. Arguments based on reason are more important and more often correct than statistical ‘proofs’ and ‘significant’ curves. The most recent international economic and financial crisis has provided evidence for this.
6. Expertocracy modifies scientific opinions and results into norms, standards, and laws. By this, it transforms knowledge of communication into knowledge as an instrument of power.
7. The adage of the philosopher Bacon that “knowledge is power” paves the way for corruption and crime. The philosopher Paul Feyerabend rightly introduced the term of “science mafia” as a new dimension of contemporary epistemology (comp. Feyerabend, P. Widerstreit und Harmonie (Conflict and Harmony), Vienna 1996, p. 78). Progress by science is not the only way of development; it is often used as mere justification of interests.
8. Establishing a strategic equilibrium for research approaches between economics and ecology, between technology and biology, and between natural and synthetic substances (gene manipulation) is called for.
9. Concepts, hypotheses, and theories are heuristically necessary but not sufficient. Additionally, pictures are required in order to make interrelationships clear. Art and science should compose an intellectual unity (e.g., Dali: watches + pictures of polyaxial chronometry).
10. Mankind has to give up the idea of dominating over nature and has to aspire after reconciliation and dialogue with nature. In this way the idea of ethics and of morality in science and research will regain their particular importance.

Call for Papers and Opinions

On the International Congress of Arabic Physicians in Europe (Arabmed) in Dublin November 2010, we agreed to open an interdisciplinary and intercultural dialogue on “Global Science – Theses for a Scientific Conception of the 21st Century”.
The aim of this study is to point out the influence of scientific theories on the different societies of the world and to unveil socio-political backgrounds of our time.

Visible and invisible processes should be analyzed in order to understand more about international changes and developments.
This work is meant as a contribution to peace and to a better understanding among the peoples of the world. The intention is to publish these papers as a manifesto.

May we ask you to participate in our discourse by writing a short contribution to one or several theses mentioned in the following either in English, Arabic or German?

Please give your opinion about:
1- How do you see science in general and especially in your country?
2- Do you think that science is able to solve problems of nature and society?
3-Do you think that science does necessarily imply reason and mind? Does science always lead to progress?
4- Can we import or export logic and methods from one country to another?
5- Additionally to logic of research there is also psychology of research.
Do you think that science can influence the consciousness causing ideologies of science?

Explanatory Notes on 10 Theses for a Worldview in the 21st century

1. Scientists are unable to place themselves over or outside of nature. ‘Knowers’ and ‘non-knowers’ are, like plants and animals, an integral component of nature.

Science is a system of statements ordered according to principles which are either deductive, hypothetical (based on premises held to be true) or inductively empirical (based on problems and seeking to find a viable answer). In this connection, what is decisive is that the process of gaining knowledge can be traced intersubjectively and is logically stringent.

Over the course of the centuries, Protagoras’ statement that ‘man is the measure of all things’ has led to a massive overestimation of man’s own capabilities and an absolutization of mankind with all its negative consequences. After the ‘failure of reason’ (Kojev) it has become clear that living nature has a basic value which has largely been ignored up to the present. The consequence of this knowledge is the following:
Not mankind but rather whatever is alive, as a whole (man, animal, plant, usw.), is the measure of all things.

2. Laws composed by mankind cannot determine the laws of nature.
Immanuel Kant formulated his theory of knowledge in the following manner: ‘Human reason prescribes laws to nature.’ Without wanting to belittle the achievements of Kant as a great critical philosopher: In this respect he was not critical enough. To principally derive nature from human wisdom is not acceptable. This point of view corresponds to a false awareness, an ideology.

3. Science is not a monopoly belonging to a particular nation, state, society, or institution. Every nation has its own specific cultural tradition, having its own approach that is to be respected, its things to observe, and its problems to solve. For example, pain is treated differently in Europe than in China and India. There is no hierarchy and no authorities over knowledge. The dynamics of the matter do not allow this, since knowledge is subject to constant transformation.

While the scientific worldview of the 20th century was shaped by European philosophy, the tendency of the 21st century is to overcome this Euro-centrism. An example of this is the successful combination of different international research approaches in the development of our System Therapy we practice with respect to macular degeneration (see appendix: International Origins …). A patient in a critical situation (such as being in danger of blindness) no longer asks about national borders. The patient only seeks help – wherever in the world that might be!

4. What follows from this is the call for methodological pluralism in research. There is no specific and sole method which leads to truth. The history of knowledge is the history of trial and error.

In logic the saying applies that ‘nothing is closer to the truth than error.’ Every instance of scientific knowledge is imperfect, incomplete, and provisional. For the most part, scientific work consists of constantly expanding the frontiers and foundations of knowledge. What serves us as a foundation are the eight known logical and methodological forms. The selection of which of these methods and forms of logic should be applied in a certain case depends on the object and the specific set of questions at hand. While the inductive-experimental method basically assumes that every new piece of knowledge is progress and thereby the borders of progress are stretched, the Heraclitic-
Hegelian dialectic involves progress and regress in equal measure. The accuracy of this point of view is confirmed by the observation that in spite of highly developed technology, there is no reduction of irreversible environmental damage.

5. The modern phenomenon of normative ‘expertocracy’ (the rule of the experts) constricts the perspective in an impermissible manner. Common sense is formally more comprehensive than the reductionistic and so-called ‘scientific’ know-how. Arguments from reason are more important and mostly more correct than statistical ‘proofs’ and ‘significant’ curves. The most recent economic and financial crises have provided a demonstration of this.

Complexity and irregular dynamics in today’s world make it impossible for politicians to reach a clear orientation and to conceptualize their thinking and action. Frequently they have to move like firemen, rushing from one crisis to another. For that reason a new political class has arisen: the experts. However, experts have frequently overstepped their original advisory function and have become decision making structures. Over the course of time, they have acquired immunity and authority by virtue of so-called ‘scientific objectivity.’ As early as the 1972 report by the Club of Rome entitled “The Limits to Growth,” attention was drawn to anomalies and undesirable developments within the economy and science. Politicians and experts have totally ignored this warning up to the present day. It is time to call them to account in this respect.

The safeguarding of decisions by measures of significance, statistics, ‘clinical trials,’ experiments on animals, etc., i.e., through a so-called ‘scientific instrumentarium’ has all too often shown itself to be a mere justification of self-interest. Through the apparent objectivity of experts, the feelings and opinions, i.e., the subjectivity, of so-called lay people are practically shut out.

6. The legitimization of knowledge that is a consequence of expertocracy transforms the knowledge of communication into sovereign knowledge.

Statements made by experts are frequently dogmatized and declared to be the ruling opinions. To this end use is made of large amounts of research materials, multicenter studies, known personalities, international comparisons and – cooperation with and manipulation of the public media. Under these conditions, ‘justice’ is served and laws passed. The judicial justification for this is ‘convention.’ Viewed from the epistemological standpoint of the philosophy of science, ‘convention’ means an arbitrary, one-sided decision for a theory or hypothesis, which has to be neither logically nor objectively founded (Poincaré). The alliance between major industry, party politics, and legislation allows neither critical inspection nor an alternative thereto.

7. Bacon’s adage that ‘knowledge is power’ paves the way for corruption and crime. The philosopher Paul Feyerabend correctly introduced the term ‘science mafia’ as a new dimension of present day epistemology (comp. Feyerabend, P. Widerstreit und Harmonie, Wien 1996, p. 78; English title: The Tyranny of Science). Progress through science is not the sole path to development. This is often just a justification of interests.

Regarding the positive chief virtue of knowledge there are also cognitive, negative side effects, such as alienation in the sense of a degenerative change in consciousness. It is to be noted that normally knowledge is understood as an enrichment or value. As soon as knowledge is seen as power, one falls to the level of the misuse of power. The demoniacal aspect of power and the false consciousness of many a scientist shift the logic of research to the psychology and psychopathology of research. The history of science over the last one hundred years in particular has demonstrated anomalies such as the differentiation between ‘German’ and ‘Einsteinian’ physics. The falsification of scientific research results and the manipulation of statistics is in the meantime an open secret. On the one hand, scientific work holding forth new insights and knowledge is rejected through the intervention of an individual (one phone call suffices!) while plagiarism is simultaneously given the highest praise. Invoking ‘scientific scholarship’ is no longer a criteria for credibility and correct results.

8. There is the need for the production of a strategic balance of research approaches between commercial and ecological aspects, between biology and technology, between natural and synthetic materials (gene manipulation).

The Bush administration gave their vote in favor of the economy and against ecology with respect to the United Nations climate conference in Kyoto. During this conference, the Democratic Vice President of the United States, Al Gore, said that nature is sick and urgently needs a physician. The one-sided concentration on the economy and technology has inflicted irreversible damage on nature. The productions of synthetic materials, such as plastics and poisons, have upset the ecological system. The earth has become a giant car garage. Even medicine has left its historical roots and foundation for the benefit of overly subtle technologies and an exclusively artificial pharmacology. The overestimation of the economy and technology has brought about a shift in the relationship of knowledge and personal interests to the detriment of knowledge. In the long run, thinking in categories of pure material interest brings blindness to values.

9. Concepts, hypotheses, and theories are heuristically necessary but not sufficient. Pictures are also required in order to clarify the overall context. Art and science should build an intellectual unity (e.g., Dali: watches and poly-axial chronometric presentations).

If Hegel saw the exercise of philosophy as capturing its era in concepts, then art has the mandate to present its era in images. Abstract concepts such as methodology, epistemology, among others, are a matter of principle necessary but not sufficient for the advancement of knowledge. Every discipline has its own terminology. The interaction between a picture and a concept is hereby in the position of overcoming the ‘private sphere’ of individual disciplines. Color and form are in the position to make complicated abstract facts and circumstances understandable. In aesthetics we see a real possibility of bringing reason and nature together.

10. It is necessary to give up the idea of subjugating nature in favor of reconciliation and dialog with nature. In this connection the idea of ethics and morality in science and research receives renewed special importance.

In the end effect, subjugating nature is identical with subjugating mankind. The ‘wisdom’ concept is intercultural. Wisdom, as a goal and meaning of knowledge, places borders before mankind’s boundless pursuit of the subjugation of nature. We are on the wrong path! Expertocracy is at its end. In Germany he studied Medicine and Philosophy in Mainz and Tübingen respectively, attaining the degrees of Dr. Med. in 1966 and the M.A. in Philosophy in 1968. Dr. Sradj specialized in Ophtalmology at the Universities of Frankfurt/Main and Giessen, where he held positions as scientific assistant professor.
